Data and Statistics Division(DSD) is the Bank’s centre of expertise for compilation, dissemination and publication of regulatory and statistical data, promoting innovation and quality to support analysis, policy and decision making by the Bank’s Committees, UK government departments and international organisations.
Data is collected from banks and buildings societies, credit unions, insurance companies and regulated mortgage lenders and administrators. This takes place via 35 statistical collections and over 200 regulatory collections.
We cleanse a sizeable proportion of these datasets and publish a large number of Statistical data via our interactive database. We support MPC, FPC and PRA Board and our data are used in the Inflation Report, Financial Stability Report, Credit Conditions Review, Stress Test Results, FPC Core Indicators and Quarterly Bulletin.

Department Overview

The Data Services Group's vision is to provide a strategic self-service data collection service which meets the expanding demands of the Bank (and other Supra National supervisory bodies for which the Bank acts as an agent) for collecting data from financial institutions. Owning the

Bank of England Electronic Data Submission (BEEDS) platform takes us closer to this. We are also responsible for other data collection systems and collaborate closely with Technology to ensure efficient and effective operations. We oversee the timely submission of data too and this ranges from Statistical data to the daily SONIA collection. All of this requires lots of internal and external stakeholder management.


Job description
An exciting opportunity has arisen for a Delivery Manager to join the Data Services Group - Change Team, supporting the Division and many other areas of the Bank in collecting data on our strategic data collection system, BEEDS.
This role reports to the Manager of the BEEDS Change Team and will manage two Scale H staff. 
The role holder will have responsibility for delivering system change, managing internal and external communications and will work with with the rest of the team and our Technology partners to effectively deliver data collection change to the Business.  

Key responsibilities will include:

  • Building and developing an understanding of the current data collection system and data collection requirements, to become a technical specialist in Data collection.
  • Responsibility for driving forward technical knowledge across the team, leading investigations into incidents and providing second line support to the BEEDS helpdesk function.
  • Responsibility to drive forward process improvements and apply efficiencies to our ways of working is essential, experience of using R, Tableau, SQL would be an advantage.
  • Working with the BEEDS Change Team, our Technology partners and internal Bank customers to effectively prioritise and implement business change for new and existing data collection changes and monitor and report on progress, risks and issues.
  • Collaborating with Business Areas and Project Teams on transforming business requirements into system designs for change and then lead their team to deliver and test changes as they progress through the environments.  
  • Planning the delivery of communications and support to the vast amount of internal and external customers.
  • Building effective relationships with data collection customers across the Bank and use these to to ensure effective delivery of continuous change.
  • Working with the Data Services Group to support on un/planned changes and issues. These will, on occasions, require testing and support, outside of standard 9am-5pm hours.  The successful candidate will be expected to share responsibility with the team and test the system some evenings and weekends.
  • Line management, mentoring and coaching responsibilities (2 direct reports).
    This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.

Role Requirements
Minimum (Essential) Criteria

  • Experience of leading in an operational or change team with accountability for delivery and prioritisation.

  • Experience of supporting or managing the contributions of more junior staff, with the ability to motivate, delegate, develop and lead by example.

  • Strong interpersonal skills and a team player who is flexible, pragmatic and genuinely seeks to help others achieve results.

  • Strong stakeholder management skills and able to form relationships across directorates and at all levels.

  • Have a strong desire to want to provide the best service possible.
  • Forward thinking with the ability to proactively consider the emerging risks and associated impacts and respond appropriately.
  • A desire and proven willingness to make a broader contributions across the department with a keen interest in wellbeing and D&I.


Desirable Criteria

 

  • Understanding and experience of working on data collection systems and its processes, in particular BEEDS.

  • Understanding of how Data Collection supports the Banks Strategic Objectives.
  • Experience of delivering technical/data related projects.
  • Experience of working in both waterfall and agile delivery environments.
