Job Description
To operate as the lead manager with responsibility for the repairs,maintenance and upgrading of the Council’s housing stock and associated areas that fall within the Housing Revenue Account.
The manager will fulfil the “client” role by ensuring that there are strategic plans in place to meet current/future legislative requirements and be responsible for ensuring that contractors and other related services deliver best value.
The post will scrutinise payments to internal/external contractors and be responsible for the procurement of internal/external services ensuring that these comply with the Council’s procurement policies and Financial Regulations.
The post will ensure that accurate information on the condition of the housing stock is maintained and that this is used regularly to identify and inform housing improvement priorities in relation to the Housing Investment Programme.
Requirements
To manage the Asset Management (Housing) Team and ensure that all officers based there operate in a strategic manner; they develop appropriate housing repairs and maintenance programmes; and they comply with the Council’s Procurement Policies and Financial Regulations.
To act as the housing “client” by scrutinising the performance of internal/external contractors/ contracts and other services to ensure that the Housing Revenue Account is financially protected; timescales are met; and costs accurately reflect the work/services that have been procured.
To develop and maintain appropriate management systems that allows the Council to understand the condition of its housing stock and use this information to identify and prioritise future housing investment programmes.
To comply with all requirements as set out by the Scottish Housing Regulator and any other relevant housing legislation.
To audit contractor performance and spend profiles bi-annually checking their quality of works; the accuracy of invoices they submit (matching rates) and whether the contractor frameworks are being adhered to by Council staff and Contractors.
To manage all budgets relating to the Housing Investment Programme and ensure that appropriate measures are in place to control expenditure.
To promote positive behaviours in the workplace and be responsible for health and safety in the workplace ensuring that safe working practices are adhered to by staff, contractors and any other procured services.
The Individual
Demonstrable experience working in a Housing Repairs and Maintenance team leader/manager role or equivalent.
Appropriate technical qualifications to degree level or equivalent.
Supervisory skills.
Organisational and time management skills.
Knowledge of policies, issues, procedures and practices relating to asset management.
Knowledge of relevant legislation and regulations.
IT skills (MS Office, Access, databases)
Good analytical and numeric skills.
Ability to present complex detail in writing and verbally to a variety of audiences.
You will be expected to travel efficient and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray, this is normally undertaken by use of a car/van.
