Job description

TristoneNash are supporting a large housing provider in their search for an AD of Strategic Asset. You will be responsible for the strategic accountability of their disposals, regeneration and retrofit programmes from a front-end perspective rather than a “hands on” delivery role of these projects.
The role offers very flexible working patterns with minimal office-based days.
Job role:
Responsible for analysis and performance reporting of all programs across the CIDO Directorate, and how the inter play of each will shape the direction and priorities for all aspects of the Investment Strategy. Creating and maintaining a portfolio view of CIDO activities, ensuring strategies are performed correctly and decisions are being approved within the correct governance forum. Build detailed understanding of all strategic programs within the CIDO Directorate, including Strategic Asset Management (SAM) strategy, Home and Place Task Force and Partnerships. Lead on the SAM initiatives, securing approval through the SAM Panel and Investment Committees. Develop new reporting tools that will assess by way of a balanced scorecard the level of disposal, estate regeneration, development, and reinvestment activities required to achieve the Investment strategy and Business plan ambitions in any given year and the longer term. Keeping on top of performance.
Accountabilities:
Ensure that the organisation has a comprehensive approach to investment in assets that encompasses new and existing homes.
Accountable to produce Strategic Asset Management reports that identify opportunities and defensive property decisions that will impact at the portfolio level.
Lead on the timely provision of detailed portfolio level information reporting to the Strategic Asset management program and activities, ensuring outputs are timely, accurate and compliant, when necessary, with relevant accounting standards.
Accountable for maintaining key program documentation in line with the established methodology and project/programme requirements. Preparing and submitting reports in a timely manner to acquire approval from the relevant board, committee, or director.
Lead on efficient cost planning and improved operational margin through forecasting and estimating hold/sell/redevelop outcomes as detailed from the program analysis.
Lead on the delivery and execution the disposal targets each year, both in terms of budget but location of activity and how this impacts priorities for the East and West development teams.
Form a close working relationship with finance colleagues to analyse respective information used for business plans and budgets and monthly forecasting/progress. Use this data to recommend any changes or opportunities in the SAM Program.
Prepare a strategy for bidding for HCA funding streams to ensure that we fully maximise the opportunities for utilising grant and RCGF.
Ensure that the department builds and maintains key relationships at a senior level with DCLG, Homes England, funders, developers, National Housing Federation, Institute of Housing, and others active in our sector as necessary.
Lead the Strategic Asset Management and Partnership teams, articulating a clear vision and role modelling desired behaviours for the team.
Responsibility for the impact of the Asset Management activity on staff and teams whilst having an appreciation for the confidential nature of some of the larger stock transfer activity undertaken.
Knowledge & Skills:
* Strong commercial acumen, experience of complex financial and budget management and successfully managing the risks associated with managing a large development/investment programme.
* Strong leadership style and experience, including recent and relevant experience of a leadership role.
* Strong communication skills, including an ability to offer and receive challenge in a constructive, straightforward, and open manner.
* An appreciation of risk management, including in respect of impacts of decisions on the portfolio performance
* Financially astute, with sound business acumen and an understanding of regulatory and policy issues which impact upon housing providers.
