Job overview

This is an exciting rotational and developmental post within Division D.

You will have a defined service within the Division in order to gain operational experience at a higher level than a Deputy Operations Manager and the exposure that goes with it.

You will be the Divisional lead for strategic projects, contingency planning, and service improvement.

You will take the lead on specific projects within the division, which will be identified and prioritised by the senior operational management team.

Main duties of the job

Manage all staff including administrative and managerial groups, together with delegated and overseeing the provision of clinical services through the directorate.

Coordinate the budget setting process for the directorate, working closely with the Operational Manager and other key staff including Unit Leaders, and reaching agreement on staff establishments. Plan for the reconfiguration of services, which enables them to be delivered in a manner which offers better value for money.

Lead the first draft of the directorate business planning processes and activity planning.

Lead, prepare and write, capital investment committee, investment committee and work with Clinical Director and Operations manager and at times the Director of Operations in the preparation of Business cases and the implementation of long-term strategic plans for the Division.

Under delegated authority from the Operational Manager, manage the defined service areas within the agreed and available resources, in accordance with the Trusts ‘Standing Financial Instructions’ and Standing Orders.

Person specification

Qualifications

Essential criteria

    Educated to First Degree Level or equivalent.

    Educated to masters level or equivalent level of experience of working at a senior level in specialist areas.

    Evidence of CPD.

    Completion of or willingness to work towards CUH Improvement Coach status.

Desirable criteria

    Postgraduate Management qualification.

    Project Management or Improvement and Transformation Qualification (Prince II, Six Sigma or Lean).

Experience

Essential criteria

    Proven experience in senior operational management within a clinical area covering multiple specialities and pathways. Knowledge of inpatient, outpatient and diagnostic requirements of pathways.

    Proven experience in improvement and service transformation.

    Experience in the development and use of a range of IT systems.

    Proven experience of managing a team including; o Appraisal skills o Recruitment and selection skills o Disciplinary and capability procedures o Experience in workforce planning to ensure service continuity.

    Evidence of continuing professional development.

    Experience in finance, policy and service development changes.

    Substantial proven experience of budget management on a large scale (including activity planning).

    Proven experience of establishing and leading on national strategic work in relation to policy development, operations and systems.

    Experience in delivering complex healthcare-related improvement projects and programmes and working alongside senior clinical and operational professionals.

Knowledge

Essential criteria

    Extensive knowledge of Operational strategy and policy within the Trust, region and NHS. Including an understanding of tertiary treatment pathways, and the commissioning of new pathways and services.

    Knowledge of audit and governance frameworks.

    Knowledge and understanding of best practice risk management processes.

    Must have an comprehensive understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.

    Comprehensive understanding of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations.

    Knowledge of IT/technology used in a clinical environment.
