Job description

The SEND (Special Educational Needs and Disabilities) Transformation Lead will play a pivotal role in driving the improvement and transformation of SEND services. This role requires a strategic thinker with a deep understanding of SEND policies, practices, and challenges and recent experience of Area SEND inspection. The successful candidate will work collaboratively with stakeholders, including local authorities, schools, parents, and partner organisations, to enhance the provision of SEND services and ensure positive outcomes for children and young people with SEND. Responsibilities:

1. Lead the development and implementation of a strategic plan for SEND transformation, aligned with national and local priorities.

2. Collaborate with internal and external stakeholders to prepare and submit a Self Evaluation Form (SEF) for Area SEND inspection, providing evidence of the effectiveness and impact of SEND provision and initiatives.

3. Collaborate with stakeholders to identify areas for improvement and innovation in SEND provision, ensuring that services are inclusive, accessible, and of high quality.

4. Provide expert advice and guidance to senior leaders, elected members, and partner organisations on SEND legislation, policy, and best practice.

5. Drive forward initiatives to improve the identification, assessment, and support for children and young people with SEND, promoting early intervention and prevention strategies.

6. Monitor and evaluate the impact of SEND transformation initiatives, using data and evidence to inform decision-making and continuous improvement.

7. Work closely with multi-agency teams to foster effective partnership working and joint commissioning of services for children and young people with SEND.

8. Support the development of staff capacity and capability in SEND provision, delivering training and professional development opportunities as required.

9. Represent the local authority at regional and national forums related to SEND, contributing to policy development and sharing best practice with peers.

10. Play a key role in preparing for the Ofsted and CQC Area SEND Inspection, ensuring that systems, processes, and documentation are in place to support a successful inspection outcome.

Reporting to the Director of Education this role will be responsible for the delivery of a programme of transformation projects to support the council's ambition to transform the SEND system in Bromley alongside key partners. The post holder will lead the design and delivery of change required within specific workstreams of the SEND Strategic Vision and Priorities, through a combination of service delivery transformation, co-ordination of commissioning projects, and the facilitation of cross-system change.

This role will require 2 days on site.
