Working Days and Hours: Monday to Friday 9am to 5pm (37.5 hours per week) with flexi time working available.

Travelling for work purposes: The postholder will be expected to work at all Trust premises if required.

Summary
Responsible for the management of specific elements of Estates Operations relating to the development and maintenance of the built environment, engineering services and physical assets.
Manage a cost effective and efficient service that supports the corporate aims of the Trust in meeting its aims of quality of service commensurate with a modern and efficient Health Service.
Manage and co-ordinate estate operational and maintenance services throughout the Trust’s estate.
Manage elements relating to the maintenance, repair and development of building fabric & services within the Trust building portfolio.
Manage multiple maintenance contracts and building/engineering projects ensuring statutory compliance.
Responsibilities will include conducting inspections, co-ordinating maintenance schedules and liaising with contractors and stakeholders, playing a key role ensuring trust buildings are safe functional and well maintained.
Manage and co-ordinate other estate issues under Service Level Agreements and will provide professional and technical advice and support relating to building/engineering contents in projects as required.
Responsibilities
- Allocate work to and supervise staff within designated areas, ensuring efficient management of workload
- Undertake as may be required any other duties, which are necessary to support the efficient operation of the estate management function.
- Provide professional advice to technical and non-technical staff in relation to operational maintenance projects.
- The forward planning, development, implementation and review of maintenance policies and schedules to ensure the safe and efficient operation of all plant and equipment.
- Implementation and efficient management of the building & engineering plant/systems asset register. This includes building surveys, audits, condition reports, long and short team building fabric, plant and maintenance replacement programmes.
- Ensuring the commissioning of buildings and engineering services is carried out as per agreed protocols and in accordance with relevant Statutory Standards, Codes of Practice, Health & Safety Guidance, Health Technical Memoranda and Building Notes.
- Provide maintenance services utilising both in-house staff and external contractors throughout a sector of the Trust.
- Ensuring the building fabric, engineering and utility services are maintained to standards that are in keeping with high quality patient/client care services and reflect the risk associated with the impact a failure would have on the quality of care provided by the Trust.
- Review and update Building & engineering estates policies and procedures that support the provision of an efficient maintenance and operations service.
- Contributes to compiling a comprehensive Building & engineering plan, constantly reviewing and implementing the plan and ensuring the effectiveness of this element of service delivery meets the needs of the service.
- Accountable for the provision of maintenance services within delegated budget.
Essential Criteria
A degree in a relevant Construction related subject plus 2 years’ relevant experience*
OR
A HNC (or equivalent) in a relevant Construction related subject together plus 4 years’ relevant experience*
Knowledge and Skills & Experience
- Managing Building & engineering systems and up-to-date methods of maintenance planning.
- The control and development of maintenance and operational staff.
- Preparing maintenance surveys, estimates and building/engineering reports.
- Carrying out directly or by contract repair, replacement and renewal of Building & engineering plant and equipment and services.
- Suitable Building/construction knowledge to support good decision making for high level improvements relating to trust Building portfolio
- Ability to performance manage contractors i.e. measured term contractors, service contractors & consultants to ensure quality and value for money.
- Proven Implementation of Consistent product and technical specification knowledge.
- Relevant experience to advise and instruct suitable works within RQIA upgrades, Children’s Risk, MH Risk and operational improvement projects
- Ability to manage and advise on the building service contracts, building compliance systems and complaints and queries
- Ability to manage and control a budget
- Ability to work accurately and produce work of a high standard under pressure and to strict deadlines
- Excellent administrative and organisational skills
- Ability to lead, manage and motivate a team of staff and allocate the workload efficiently
- Ability to work flexibly to meet the needs to the post in fully including out-of-hours emergency cover, bank holidays and/or weekend working
