About The Role


The postholder will be working alongside Building Surveyors and Compliance Team to assist with the activities around the performance of the Council’s operational and commercial estate assets. The maintenance of some of the council’s portfolio carries architectural significance.


The primary day to day function of this role is to provide technical support, expertise and advise for all aspects of property related engineering to colleagues within the maintenance and the wider estates dept, service users and internal/external stakeholders. Much of the work is related to periodic servicing, testing, and organising remedial repairs and new installations.


The delivery of work uses external suppliers and framework contractors and involves monitoring and managing contractors performance and delivery targets ensuring certifications are collated and correctly stored and reviewed against programmes. There is a structured contract reviewing process in place and service engineers will be expected to undertake regular reviews and performance assessments of contractors to ensure delivery is a smooth and efficient process.


The post holders will assist with the implementation and management of a comprehensive condition survey of electrical and mechanical systems including implementation of action plans. The post holder will be expected to actively assist in the development and implementation of reporting/verification of systems and assist in the collation and preparation and summarising of position statements in regard to current status of M&E work.


The post holders will be expected to carry out on-site M&E system and installation surveys and asset verification exercises for selected Council properties, both within the Corporate, Commercial and operational portfolios along with inspection and verifying contractors works against industry and council standards or efficacy, quality, and delivery of service.


You will need to be a confident communicator and ideally have substantial experience of working within the Building Services environment with expertise in building electrical and/or mechanical and compliance related services. You should be able to work to strict deadlines, provide attention to detail, resilience, and have the confidence to make decisions and come up with solutions.


As a Building Engineer you will manage and promote the provision of your area of expertise and contribute to the successful development and implementation of the Council’s asset management and maintenance programmes, and other Council projects, to meet the requirements of a condition survey across the entire estate including residential estate, care homes and schools. The role also requires a high degree of coordination across the repairs and maintenance function of the Corporate Estate service to provide the organisation with a planned maintenance programme, taking a high degree of personal responsibility.


The post holder will carry out complex and difficult tasks to ensure that the estates planned maintenance programme is met. Together with good computer literacy, communication and extensive knowledge in carrying out maintenance and testing plant and equipment is key for this role. As well as excellent communication, the successful candidate will have a pro-active approach, demonstrate initiative, and enjoy working in a busy environment where frequent interruptions are the norm. Attention to detail is vital for this demanding post which will require excellent computer skills and the ability to work on several tasks simultaneously.


Reporting to the repairs and maintenance lead manager, via Senior Surveyors as part of the Corporate Estate Service, this role will contribute to the successful development and implementation of the Council’s asset management and maintenance programmes and other Council projects.


The role is permanent, and one of its main purposes is to play a full role in the professional team that will contribute to ensuring that property performance, monitoring and reporting of remediation becomes a system driven operation in the next two years.

The ideal candidate will have a track record in managing the property repairs and maintenance requirements with a background in managing planned maintenance programmes in a complex estate with prioritization and risk management the heart of the planned programmes.


The successful candidate will play an important management role within the wider Corporate Estate team with responsibility for ensuring the council’s assets are maintained in accordance with current legislation in a safe cost effective and energy efficient manner. A working knowledge of the complexities of working within a heritage estate would be an advantage.


About You


Educated to degree level with relevant professional qualifications and membership of a relevant professional body. The legislative framework that governs your technical day to day repairs and compliance management activity will be well known to you. You will be well versed in developing and reporting against standards and performance indicators. An added advantage would be experience in delivering or working with recognised facilities management compliance management reporting systems and a demonstrable track record in management of heritage buildings. In addition, you will be a strong team player with a collaborative work style and demonstrably good interpersonal, influencing, and organisational skills. You can work flexibly and be capable of undertaking complex tasks with minimum supervision whilst managing complicated demands and deadlines.


Your main place of work will be the award-winning, modern Civic Centre in Keynsham, halfway between Bath and Bristol, easily accessible via car or public transport, with a train station 5 minutes’ walk away.
