Introduction
Parliamentary Maintenance Services Team (PMST), consists of approximately 115 in-house staff and many contractors who maintain the Parliamentary estates (Commons & Lords) buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment, equipped for the demands of the 21st century. And, what an estate it is. Consisting of buildings that range from the historic Palace of Westminster to the modern Portcullis House, it’s located within a UNESCO World Heritage site and spans four conservation areas.
PMST serves both the House of Commons & Lords via a mixt of directly employed staff & outsourced contractors with our helpdesk logging over 42,000 requests annually from heating & lighting to pest control and porterage.
The Operations section consist of our 24/7/365 Engineering Control & Services Teams who are responsible for ensuring all building Mechanical & Electrical services such as boilers, air handling units, low voltage switch gear etc are maintained and operational at all times in order to support the business of the House.
The Role
We have an exciting opportunity to join our PMST Team, we are looking for:
- 2 x Electrical Biased Technicians
- 2 x Mechanical Biased Technicians
You will work as part of a team of four technicians based on the Parliamentary estate in Westminster.
The role is varied; diagnosing faults and carrying out maintenance of critical building service plants such as Air Handling units, motors and pumps, switchgear, and inverters, installing new items on occasion and mentoring apprentices.
You will need an understanding of building management systems, commissioning and decommissioning of services and permit-to-work systems.
Some of the responsibilities for this role include:
- A wide range of repairs to Building Services plant such as boilers (including steam in the Palace), air handling units, motors & pumps, switchgear, inverters, BMS (including installing replacement actuators, sensors etc).
- New or replacement installations such as pumps & motors (including safe disconnection & re connection)
- Planned preventative maintenance tasks.
- Reinstate supplies etc after breakdown or power failure.
- Tracing and rectifying faults
Skills and Experience
Qualifications:
- NVQ Level 3 minimum in a mechanical or electrical engineering services-related discipline or equivalent.
To be successful in this role you will demonstrate:
- Significant experience of maintaining mechanical or electrical services including (depending on discipline):
- Boilers (steam would be an advantage), main chillers, large air handling systems, pumps, compressed air, low voltage switchgear and motor controls (incl 3 phase), single and three phase distribution boards, UPS systems
- Working knowledge of safe systems of work and health and safety legislation relative to Building Services plant and equipment.
- Experience of using permit to work systems, engineering services risk assessments and method statements, carrying out site-based safety inspections
- Ability to use IT systems such as Trend BMS to identify operational faults and mobile estates IT system to receive and complete work dockets in a timely manner
- Ability to work under pressure to resolve complex engineering services related faults and emergencies.
- Must have excellent interpersonal skills with the ability to relate to and communicate effectively with a wide range of Stakeholders. Proven ability to work inclusively and flexibly with a diverse workforce to deliver high quality services and products.
