Homes and Neighbourhoods is Kirklees Council’s housing function and came into being as a result of the Cabinet’s decision to transfer the activities of the former ALMO into the council in April 2021. The Service’s vision is:

In Autumn 2022, Homes and Neighbourhoods developed and launched its ambitious Improvement Programme which will transform the way we work. The programme consists of three key workstreams, underpinned by significant investment in data and technology:

  • Process improvement
  • Strengthening compliance and assurance
  • Culture change

Through the programme we are also developing a 4-5 year Technology and Data Service Plan – considering three major IT system procurements and implementations across housing management, repairs and assets, plus identifying activities to strengthen our data integrity and become a more intelligence-led service.

The Business Analyst will be part of the Improvement and Assurance team and will play an integral role in our ambitious programme of process redesign and IT system developments.

The role will play a lead in analysing our current processes and support the service in process re-engineering – considering problems and solutions, user requirements and finding efficiencies whilst always considering the tenant’s voice and experience.

The Business Analyst will also support the service in realising our ambitious technology roadmap – supporting with the current housing management system implementation (Civica Cx), followed by IT system replacements across repairs and asset management.

The service, along with the wider Council, is facing significant financial pressures. It is critical that we continue to explore new, efficient ways of working to ensure value for money across all of our activities - whilst delivering quality and compliance. The Business Analyst will, supported by the Service Development Manager and Service Director, support the service to identify efficiencies and opportunities for innovation across our processes. The role will work closely with staff across Homes and Neighbourhoods – from senior managers to front-line delivery, in addition to colleagues across the corporate centre – including Data and Insight, IT and Transformation.

The Business Analyst is a newly developed role at Kirklees Council. You will have the opportunity to develop a whole-organisation approach to business analysis and take a lead role in sharing learning and good practice with other change teams. This is a fantastic opportunity to shape and develop the Business Analyst role and business analysis practices at Kirklees Council.
