Job description

This is a 9 month fixed term contract or secondment opportunity.

Interviews will be held on 18th and 21st March 2024.

Future demand for Adult Social Care (ASC) services is forecast to increase with an ageing population, more people with complex needs, the impact of the pandemic, and legislative reform. Change initiatives are being mobilised to proactively address this forecast rise in demand to support service sustainability and, most importantly, improve the satisfaction and experience of people drawing on ASC services.

An initial project is being established that focuses on improving the information and advice that ECC is responsible for, with an aim to better assist people in accessing the right information at the earliest opportunity to help manage the demand on ASC.

This is an exciting opportunity for an experienced Business Change & Implementation Manager with behavioural science, communications, and marketing campaigns experience, to support the Adult Social Care services at ECC.


The Role will involve…

  • Leading on Business Change and adoption activities that comply with legislation and statutory requirements; and which will be implemented in a complex Adult Social Care environment and utilising behavioural science, communication, and strategic marketing campaign interventions.
  • Working collaboratively with internal and external users and stakeholders, including residents, professionals, and partners, to develop wide-reaching and innovative engagement ideas to drive sustainable change adoption and new behaviours.
  • Making sustainable change management and communication recommendations, based on knowledge and applied experience; and taking ownership for interventions and activities that will ensure effective change readiness and adoption that maximises outcomes and benefits realisation.
  • Utilising data and research insights to develop strategies and understand capabilities, motivations, and opportunities of communities and individuals; and apply these to shape innovative digital and offline change interventions.
  • Using a detailed evaluation methodology to monitor and evaluate the delivery effectiveness against agreed objectives, and which aligns with the Government Communication Service (GCS) Evaluation Cycle.

You will bring…

  • Expertise from being educated to degree level (RFQ Level 6) or equivalent by experience, with a CIPD or Change Management qualification and CIM or CIPR qualification; and evidence of continuing professional development and expert knowledge in a relevant professional area.
  • Experience in managing complex business and behavioural change with a focus on supporting strategic aims, alignment to legislation, collaborative working across partnerships and functions, and behavioural change and user adoption, ideally with experience in Social Care, Local Authorities, or Health.
  • Expert knowledge and practical application of change management theories and methods with demonstrable experience of successful application of these within complex matrix environments and/or transformational change.
  • Experienced in interpreting data and insights, with a particular focus on understanding audiences, their behaviours and its drivers and barriers, to inform audience-led strategy and implementation plans.
  • Excellent communication and influencing skills with the ability to tailor the approach to meet the needs of a range of internal and external audiences with differing levels of understanding, including the creation of engaging and tailored communication and training interventions and stakeholder workshops.
  • Innovative change thought leadership with the ability to take complex, abstract, and ambiguous concepts and transform them into practical and impactful change strategies and business cases.
  • Ability to manage a diverse and demanding workload through effective prioritisation and the ability to remain credible under pressure.
