Are you in search of a temporary yet fulfilling role? Look no further! We're thrilled to offer an exciting position for our client based London Islington who are looking to appoint a Change Implementation Manager(Interims) for the 12 months, at the rate of £654.75 per day umbrella.

About the role

Strategic Advisory

  • Act as strategic delivery lead for the Implementation of the restructure in Housing Management, Housing Needs, NRPF and Business Improvement, Strategy and Performance Improvement Modernising Transformation Programme
  • Ensure that the Modernising Transformation Programme delivers against the strategic vision of the service that enables the Housing Operations service to meet its future challenges, fostering a culture of innovation and continuous improvement.
  • Work closely with all stakeholders to ensure best use of limited resources, providing the strategic housing advice, insight, intelligence, and support needed.
  • Continually review, update and report on risks and opportunities, advising how the risks can be mitigated and the opportunities exploited.
  • Proactively identify trends and changes in the operating environment (e.g., legislation, technology, policy, etc.) that could impact the delivery of the modernising housing operations transformation programme delivery; provide advice and collaborate on potential solutions.
  • Act as the strategic lead for all Housing Operations interfaces with Human Relations relating to the restructures communication and engagement activity linked to the modernising housing operations transformation.
  • The key issues will steer through the job evaluations, restructure proposals coordinate consultation arrangements, benchmark with other councils, and review the implementation and effectiveness of the new structure after three months, six and 12 months.
  • The existing improvements to the services are focussing on the improvements in service delivery for the benefits of our residents and producing increased residents' satisfaction. This position will have to drive forward the restructures to address the findings of the Housing Ombudsman special investigation report.
  • Resident engagement has shown that the restructures is a top priority for residents but currently feedback indicates that there are low levels of satisfaction with the services offered. Conversely, teams involved in dealing with the four services are busy and, in some cases, struggling to meet demand. Therefore, this position will fast track the restructures from designing Job Descriptions, progressing effective Job Evaluations, and assisting in the design of the restructures and consultations.
  • Develop a strategy for the improvement of the Council's housing operations IT systems.
  • Promote a culture which empowers officers and supports the delivery of value for money services and knowledge of key cost drivers.
  • Ensure that the modernising housing operation transformation is delivered within the budget portfolio.
  • Assist the Director of Housing Operations in managing performance indicators and relationships with Human Resources service to promote continued service improvement, value for money and generating social value.
  • Prepare and present informative, high-quality reports to senior stakeholders that aid in informed service and corporate decision making.
  • Support the delivery of a continuous programme of housing operations transformation and improvement activities, drawing from internal and external sources of intelligence and information to identify priority areas for review. Ensure the restructures delivered on time and within budget.
  • Drive cultural change through the ownership of the validation, action planning and implementation of initiatives aimed at addressing concerns raised in the staff survey and mitigating issues and risks within the modernising housing operations transformation.
  • Lead business and continuous improvement projects, ensuring timely delivery and achievement of critical success factors.
  • Undertake post-implementation reviews of the restructures to confirm compliance with new models and evaluate effectiveness in practice; make recommendations for further improvement.
  • Embed best practice working methods across housing operations service to significantly improve processes and systems.
  • Undertake research and benchmarking nationally, across the public and private sector in support of continuous improvement in housing operations service.
  • Support a planning and programme and project management culture and lead on post implementation reviews of the four restructures.
  • Lead the development, implementation, and review of change management programmes to deliver continuous improvement.
  • Proactively seek and take responsibility for implementing internal process improvements, demonstrating the business case for change and benefits achieved.
  • Support opportunities for service-wide transformation and alternative service delivery models across the Housing Operations service
  • Lead the development and implementation of the restructures across the Housing Operations service.
  • Embrace technology in every-day activities and actively seeking digital improvement opportunities in support of a service-wide digital strategy.
  • Develop innovative solutions, using the digital tools available, to improve the housing operations service data management and general management controls.
  • Identify training needs based upon a training needs assessment, analyse, and assess outcomes to deliver a success implementation of new structures, systems, process, and ways of working in line with the modernising housing operations transformation programme.
  • Establish robust communications change engagement and management plan for the restructures.
  • Oversee the development of training materials and programmes to support the delivery of new ways of working associated with the restructure and transformation programme for the housing operations service.
  • Ensure appropriate feedback is provided from officers across Housing Operations and this to be used to ensure continuous improvement of our day-to-day delivery of services and our strategic work through the design and implementation of the restructures.
  • Lead the data analytics capability PowerBi to drive forward the restructures for housing operations and develop a training program aimed at upskilling the team and service area budget holders, building data analytics capacity across the housing operations service.
  • Proactively network and build relationships outside of the council to identify opportunities and best practices for implementation across the housing operations service.
  • Lead the cultural changes necessary relating to the restructures across the housing operations service to successfully implement.
  • Engage, communicate, and influence within the housing operations service to drive forward the restructures.
  • Lead the cultural changes necessary across the housing operations service to successfully implement of the restructures and to empower the officers and teams.
  • Act as the key advisor to drive forward the restructures providing strategic support and constructive challenge through negotiation and influencing skills with Human Resources.
  • Contribute to the delivery of a high performing, customer focused housing operations service that is proactive and creative, looking for ways to shape and influence service decisions and taking joint responsibility for the outcomes achieved through the restructures.
  • Engage, communicate, and influence within the housing operations service and with Human Resources.
