Pay Range
$247,800 - $318,216 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Chief Engineer to support the Energy and Homeland Security (E) Program in the Global Security (GS) Principal Associate Directorate (PAD) Office. You will be responsible for managing the execution of a large portfolio of national security and energy projects. You will assist the Program Manager and Deputy Program Manager in implementing the program vision through efficient management and execution of the overall program and the development of organizational and program development strategies. You may have a direct technical role in one or more projects within the Program. This position is in the National Security Engineering Division (NSED) and will be matrixed programmatically to the E Program Manager and the GS Principal Associate Director.
You will

  • Provide leadership and technical expertise in the management, planning, and support of activities associated with the E Program portfolio of national security and energy projects in collaboration with the E Program Manager and Deputy Program Manager.
  • Serve as a key member of the E Program Management Team and interface to NSED management to address workforce needs, safety, security, technical quality, standards, and project management.
  • Oversee tracking, budget, and reporting of program status to the E Deputy Program Manager and the GS Deputy for Strategy and Programs.
  • Promote disciplined project lifecycle execution through leadership of prestart, execution, and closeout reviews.
  • Mentor Principal Investigators (PIs) in the development of proposals, Statements of Work, project plans, and major procurement packages, in project risk assessments and responses, and in the use of sound project management practices in accordance with GS and Engineering policy.
  • Collaborate with other GS Chief Engineers in the development and implementation of project management and systems engineering tools and procedures.
  • Guide and provide strategic direction in establishing systems engineering processes for developing, verifying, and fielding project solutions that meet customer needs and requirements.
  • Provide program guidance and leadership through participation in safety reviews, facility safety walkthroughs, and Integrated Safety Management (ISM) work observations and promoting safe engineering practices in accordance with the Engineering Design Safety Standards.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level clearance which requires U.S. citizenship.
  • Bachelors in an Engineering discipline or equivalent combination of education and related experience.
  • Extensive technical knowledge in one or more of the following areas in Energy and National Security: domestic power generation/distribution and grid security, energy and renewable energy generation and storage systems, critical infrastructure protection and security, autonomous vehicle/sensor systems, large-scale conflict simulations, software assurance for national security platforms, AI in the national security context, HPC modeling and simulation
  • Extensive experience in project management including organizing, managing, and tracking schedule, budget, and milestones for a portfolio of projects.
  • Extensive experience assessing project risk or developing controls for managing project risk.
  • Demonstrated initiative in leadership of technology development, analytical assessments, or projects.
  • Extensive experience implementing an Integrated Safety Management or an equivalent industry protocol and leading or participating in formal engineering design review processes.
  • Experience implementing the Engineering Design Safety Standards or an equivalent industry design standard.
  • Expert communication skills, both verbal and written, facilitation and collaboration skills necessary to interact effectively in a diverse research team environment, prepare proposal, deliver effective presentations, and advise senior management and/or external sponsors.

Qualifications We Desire

  • An active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency.
  • Masters or PhD in Engineering or equivalent combination of education and relevant experience.
  • Certification as a Project Management Professional and/or a Licensed Professional Engineer.
  • Experience interfacing with DOE, State of California, or Industrial Partners.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.
