Job description

The Chief Technology Officer will report directly to and will be accountable to the CIO. They will provide overall leadership and management of the D&I Infrastructure service (incorporating IT infrastructure, Systems, Networks and End User Device services) The post holder will be expected to build particularly strong relationships of mutual trust with the other D&I Senior Managers, the Executive team, System leaders, the Trusts Chief Clinical Information Officer and Clinical Informatics Leaders (CXIOs), Care Group Managers and Clinical Directors as well as with key corporate functions such as People Team, Estates and Finance/Procurement. Provide corporate strategic D&I leadership to the D&I Department and expert advice on healthcare D&I to the Trust. Assist in the development and execution of a D&I strategy, impacting on the whole organisation, to ensure the Trust has the right systems available to deliver effective patient care. Recognise and ensure national D&I priorities and initiatives are reflected in local priorities and plans for service development. Present to senior groups as required to ensure D&I issues maintain a high profile, including the presentation of highly complex, sensitive or contentious information when significant barriers to acceptance exist, potentially in hostile or antagonistic environments. Promote the value and importance of effective D&I throughout the Trust. Provide professional leadership for the wider Informatics community within the Trust and for all aspects of D&I throughout the organisation. Provide expert advice and guidance to managers, health professionals and others on D&I-related issues. Act as the Senior Responsible Officer for various infrastructure and development projects that will support the Digital Programme Board. Contribute to the development of strategies and D&I services across the Integrated Care System and wider Southwest Peninsula; enable best practice to be shared and contribute to the evaluation of potential common solutions; represent the Trust at local, regional and national meetings. Identify and manage internal and external stakeholder interests to maximise benefits and integration into clinical service modernisation plans, ensuring that D&I is integral to the on-going modernisation agenda. Manage the continual and highly complex negotiation and planning of multiple requirements from Clinical and Corporate departments, which may exceed the resources available to the Trust, whilst maintaining a professional approach. Communicate with a wide range of senior clinical and non-clinical staff, and with senior officers of external organisations, in order to persuade others, and negotiate the implementation of change in IT-enabled developments. Work with and enable other D&I staff to work with clinical leaders in the Trust to achieve clinical engagement in all D&I developments. Ensure that clinical/service priorities are reflected in local D&I plans. Maintain knowledge of emerging technology solutions to ensure that the Trust continues to take advantage of new systems and technologies as appropriate for improving patient care and efficient resource utilisation. Support change to ensure that benefits are realised. Identify and proactively manage all risks affecting various D&I infrastructure and development projects and services to minimise their impact, ensuring appropriate mitigation is planned and implemented. Hold corporate responsibility for the development, promotion and monitoring of D&I infrastructure and development related policies, to apply across the whole Trust, including, where required, interpreting overall national strategy and policy, and relevant legislation, in order to establish standards. Support Digital Security initiatives aimed at ensuring the confidentiality, integrity and availability of information. Facilitate the D&I infrastructure and developments required for the sharing of information between primary and secondary care sectors, and with other relevant agencies within the boundaries allowed by law. Promote the importance of information and infrastructure security across the Trust and wider health community. Hold corporate responsibility for the effective management of multiple revenue budgets totalling approximately £5m p.a. and a capital budget of approximately £4-10m p.a. (dependent on approved business plans). Support the delivery of the business planning and budget setting process for the D&I service for Infrastructure and Development services. Lead the Digital Non-Pay Review programme in technical areas.
