The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. Further information about our work and annual plan for delivering this is available on our website.
The NHSCFA Technology function develops secures supports and operates IT systems, Hardware and Cloud Infrastructure to underpin NHSCFA business operations. Business critical back-office and internet deployed digital applications are provided to support Internal business streams and external stakeholders. We're on a journey to become a multi-sourcing digital orientated business, transforming and modernising their delivery of IT systems and business outcomes. These systems currently support approximately 200 internal users and 4,000+ external users. We are investigating the use of Machine Learning/Data Science to facilitate the future identification and prevention of fraud against the NHS. You will be responsible for setting the Strategic Direction (Digital Strategy) of the Technology function, ensuring an agile approach to meet evolving business needs.

The Chief Technology Officer is a strategic leadership and management role within the NHSCFA responsible for providing leadership management co-ordination and strategic direction setting across the technology and digital portfolio you will report to Associate Director for Technology Transformation & Corporate Support also working together with Technology Services Manager you will be a professional lead and subject matter expert both at senior management level and for the design and delivery element of the long term digital strategy across the NHSCFA. You will have management and leadership responsibility for Infrastructure Services User Support Services Information & Cyber Security and Digital Development. You will lead manage and deliver first class innovative digital and technology services supporting and enabling our people to deliver secure, efficient, high quality services to our internal and external stakeholders. Will bring an expert knowledge base for digital and technology services and will be central to all day-to-day operational decisions for the function. Will have responsibility for developing the technology function in order to specify, implement, support and operate IT systems and hardware in support of NHSCFA business operations. You will posses a strong background in technology programme and project management business planning objective setting interpretation of stakeholder requirements and performance management along with the ability to lead and motivate.
We have offices based in Coventry, Newcastle and London and offer flexible, hybrid, office and home-based working. In addition to the advertised salary working in the London area will attract High-Cost Area Supplement where appropriate. This is a critical role leading all aspects of the function with accountability for 4 Technology workstreams (Infrastructure Services, User Support Services, Information and Cyber Security, and Digital Development).
The Technology subject matter expert, Participation at all Executive/Board level discussions will be required; to ensure that this Business-Critical function is intrinsically considered when discussing the day-to-day operations and ongoing needs of the business.
A strong background in IT, programme management, business planning, objective setting, and performance management, with the ability to lead, motivate, and inspire others is therefore essential.
Support in developing and maintaining an effective technology function, capable of exploring and implementing new disruptive technologies alongside more established technology which underpins all business functions
Developing and implementing the digital strategy, working closely with internal and external stakeholders, including 3rd party suppliers, to provision entirely fit for purpose and cost-effective technology services.
Leading the development of strategic technology programmes and projects, planning for improvement initiatives, clearly outlining milestones, risks and outcome measures, ensuring programme activities are aligned and coordinated to maximise delivery benefit across multiple improvement workstreams.
