Civic Manager

POST: Civic Manager

RESPONSIBLE TO: Chief Executive Officer

SALARY SCALE: SCP 22-30 (£31,364 - £38,223)

HOURS: Full Time (37 Hours per week)

Objectives:

Newbury Town Council, in accordance with Sections 101, 102, and 103 of the Local Government Act 1972, is entrusted with the proper management, regulation, and control of its cemetery site. The post-holder will be accountable to the Chief Executive Officer and will support the Chief Executive Officer to ensure the smooth running of the civic functions and projects of the Town Council. The post-holder will be required to co-ordinate and service the meetings of the Civic Pride, Arts and Culture Committee and will undertake a senior management role in accordance with the instructions of the Chief Executive Officer and the Council.

Main Duties and Responsibilities:

Mayor’s Office:

  • Responsible for the management of all civic matters in support of the office of the Mayor.
  • To provide clerical and administrative support to the office of the Mayor and Deputy Mayor.

 Finance:

  • Responsible for the financial control and management of the Council’s civic budgets.

Line Management:

  • Line Manage the Council’s Civic Team.

Committee Support:

  • Lead Officer for the Civic Pride, Arts & Culture Committee.
  • When required, support working groups which are set up by and report to Civic Pride, Arts & Culture Committee.

Events and Project Management:

  • To organise, attend and administer civic events, parades, functions and receptions as required and liaise with relevant organisations.
  • To assist with the organisation of fundraising events for the Mayor’s chosen charities.
  • Lead and manage projects which engage with the local community, encouraging the learning and appreciation of Newbury’s art and heritage.
  • Liaise with the Council’s twin and linked towns and act as the first contact point between the Council and the Twin Town Association.
  • To be the Lead Officer for Operation Bridge activities, liaising with West Berkshire District Council.

Civic Regalia:

  • Responsibility for the care, maintenance and security of the civic regalia, robes and hats.

General:

  • To give support and guidance to Members and Officers of the Council on matters relating the civic role of the Council.
  • To liaise with members of the public and local organisations in relation to the civic role of the Council.
  • To act as an ambassador to the Council at public and external functions and events.
  • This role requires some evening and weekend working.
  • Any other duties as required by the council.

Person Specification:

We are looking for someone who is able to work to tight deadlines and assist in the effective organisation of non-standard tasks and events. This individual will need to have good attention to detail and strong organisational skills. The ideal candidate is able to work independently with a proactive approach to work and is flexible to meet the needs of the council.

Essential:

  • Project Management Skills.
  • Experience Managing a budget.
  • Computer Literacy: Proficiency in Microsoft Office.
  • Very good interpersonal skills and communication skills; in person, verbally and written.
  • Being able to take on additional tasks or responsibilities beyond the core duties as required by the organisation.
  • Attention to Detail: Attention to detail is crucial for ensuring accuracy in record keeping and compliance with regulations.
  • Hold a full clean driving licence.

Desirable:

  • Educated to Degree level or equivalent.
  • Experience in Event Management.
  • Marketing Skills.
  • Experience of Town/Parish Council workings.
  • Line Management Experience.

Newbury Town Council - General Officer Requirements

The post holder is required to contribute to the achievement of the Council’s objectives through:
