Cqc Assurance Project Manager - 3-4 Days Per Week

Our public sector client is seeking a CQC Assurance Project Manager.

£350 - £400 per day Umbrella (Inside IR35)

3 months - likely extended until March 2025 with possible further opportunities

Hours: 3-4 days per week (office attendance required on a Wednesday) (Twickenham) meetings alternate between Twickenham & Wandsworth.

Job Purpose

The Health and Social Care Act 2022 created a new duty for the Care Quality Commission (CQC) to independently review and assess local authority performance in delivering their adult social care duties under the Care Act. This has put Adult Social Care on par with NHS organisations and care providers who are already subject to CQC oversight.

The CQC published their final assessment framework for local authorities in December 2023 and has started formal assessments across the country. delivery of care. This means that from April 2023 CQC will inspect Local Authorities as part of a regulatory framework.

Working with the Head of Transformation and Digital and the Assistant Director Assurance and Innovation, the postholder will coordinate the CQC project to ensure the Directorate is prepared and ready for the forthcoming CQC assessment in both boroughs.

Specific Duties and Responsibilities

1. To coordinate the preparation and maintenance of the Information Return in line with CQC requirements on key areas of local policy, practice, and performance.
2. To coordinate the 6 monthly refresh of the CQC Self-assessment evidencing the client's delivery of its adult social care duties under the Care Act and ensuring latest performance is reflected and evidenced in the self-assessment.
3. To analyse, interpret and present data and information to support the client's CQC preparations and identify current key challenges in line with the four themes of CQC assessment including waiting times for assessment.
4. To oversee and maintain the client's improvement plan arising from challenges identified through the self-assessment and information return and provide regular updates on progress.
5. To maintain the preparation of the interview and wider stakeholder list including staff, key partners in the voluntary and community sector, commissioned providers, and other key stakeholders such as NHS partners.
6. To develop a range of presentation materials, reports and documents to provide briefings to staff, partners, elected members, and other stakeholders to ensure they are prepared for CQC assessment and have a clear understanding of the key messages that are reflected in the information return and self-assessment.
7. To oversee the development and implementation of any new policies and procedures relating to the CQC assessment and ensure they are fit for purpose.
8. To keep informed and updated with latest CQC developments and guidance and ADASS and LGA best practice and identify key messages to share with the project team and wider staff group.
9. To develop and maintain all relevant project documentation and provide regular progress and project highlight reports including risk and issues logs.
10. To project manage the delivery of activities once we are notified of assessment and in the evaluation and debriefing activities required following assessment (subject to timing aligning with fixed term role timings).
