Job description

We are looking for 2 individuals to join on us on a fixed-term contract or secondment basis until 31/03/2025. Secondments from other public sector organisations will be considered.

This is an exciting opportunity to drive delivery across this West Essex Health and Care Partnership. The successful candidates will work with senior sponsors from the Partnership to map out key deliverables, hold project delivery to account and contribute to the overall aim of the Partnership to improve the health and wellbeing of residents in West Essex.

This role is accountable for embedding a change management approach and managing projects which contribute to the delivery of the strategic aims of our local Essex Health, Care and Wellbeing Partnerships, leading to the best possible outcomes for Essex residents.

The Delivery Leads will support projects to develop and maintain systems and processes that address the health and care needs of the local population, help reduce admissions, and enable discharges from hospital.

As a leader familiar with working in a complex project environment, the Delivery Lead will influence and work with senior stakeholders to ensure agreed project outputs are delivered to enable benefits to be realised. This role is key in ensuring a robust project infrastructure is in place underpinned by governance and assurance processes on behalf of the partners in the Health and Care Partnership.

Responsibilities

  • Design, develop and deliver new models of integrated and collaborative working to achieve the Local Delivery Plan priorities.
  • Develop individualised Strategic Delivery Plans for the local priorities.
  • Lead on project delivery for test and learn activity within local priorities.
  • Draw on learnings from outside the Essex system to develop new models of partnership working and innovative practice.
  • Support the development of the linkages between the workstreams and key system enablers.
  • Maintain effective working relationships with stakeholders to support programme delivery.
  • Represent organisations from across the partnership, securing improved and effective engagement of relevant partners and the public, and ensuring expertise and specialist knowledge contributes to the development of projects.
  • Ensure contributions from partners are included and demonstrated within the local priorities and reporting lines.
  • Work closely with Districts and Neighbourhood Teams to translate objectives and ambitions into local activity.
  • Highlight project risks and issues and ways in which these can be mitigated and escalated as appropriate.
  • Continually analyse programme and project performance, outcome and impact, using this intelligence to inform decision-making and share lessons learned.
  • Monitor and manage budgets as required.

About You

  • Educated to degree level or equivalent by extensive experience.
  • Evidence of continuing professional development and expert knowledge in health and social care.
  • An understanding gained through experience in the broader integration of health and social care and implications for delivery planning at local level.
  • Experience of project delivery, effective service development and innovation.
  • Understanding of different organisations within the health and social care system and its partners, and how to manage relationships between them.
  • Ability to translate strategy into activity to drive change.
  • Proven ability of developing solutions to deliver quality service to customers with financial constraints and competing priorities.
  • Effective leader with an ability to establish confidence and credibility with a diverse range of individuals at different levels within a complex system.
  • Strong leadership and behavioural skills with the ability to focus on results, forging a highly performing and motivated team to achieve strategic objectives.
  • Ability to use analysis to work towards solutions to complex system problems.
  • Effective written and verbal communication skills: able to communicate complex information; clear and comprehensive report writing style.
