Job description

The postholder will be the Deputy Area Lead for Greater Lincolnshire. You will become an expert on economic growth and levelling up in the local area, building strong local knowledge, including its politics, challenges and opportunities. You will manage relationships with some Local Authority Chief Executives, local authority economic development officers, Higher Education/Further Education providers, local business organisations and other stakeholders. You will develop expertise on sectors, clusters, devolution and will develop productive relationships with policy officials across a range of areas including sector teams and transport. There will be opportunities to lead on a particular challenge or opportunity for the area. You will use your detailed local knowledge to lead on high quality briefing material tailored for the audience (usually Ministers and Senior Civil Servants), and promoting, arranging, and supporting ministerial and other visits. You will also support the team working on area devolution deals.

With about 5 million people, the East Midlands is at the heart of the country, covering Nottinghamshire, Derbyshire, Leicestershire, Lincolnshire and Rutland. As well as being home to much of the Peak National Park and National Forest, we have sector specialisms, including advanced manufacturing, anchored by Derby's world-class advanced manufacturers including Rolls-Royce, Toyota and Alstom; life sciences centres in Nottingham and Loughborough; Leicester’s world-leading space cluster and agrifood in Lincolnshire. We are well connected and had the second highest growth rate of any region between 2001-2020, but face challenges around skills, social mobility and areas of long-standing deprivation. The team works with a breadth of people and organisations to drive growth, improve lives and devolve power to the local level, as well as regenerate town centres, and support policies ranging from freeports to innovation. We also make sure voices from across our region are heard when decisions are taken by Government.

For the Deputy Area for Greater Lincolnshire role, Nottingham, Leeds, and Sheffield are available as bases, but time spent out in the Greater Lincolnshire region is also important in the role. You will need to spend at least 60% of time working in the office or meeting stakeholders under current hybrid working arrangements. Whilst roles may occasionally involve out of hours working to accommodate travel and meetings, we work as a team to balance our diaries and our lives appropriately. We support flexible working. The postholder will:
  • Manage relationships on funding delivery, working with local partners to deliver new programmes including the £4.8bn Levelling Up Fund and Towns Fund.
  • Work with the central funding delivery team, other area team colleagues and delivery partners to spot risks, challenge poor performance and tackle issues as they arise, leading on corrective actions, drawing on support from others.
  • Support partners to understand government priorities across a wide policy span and to inform cross Whitehall discussions with local insight and detail.
  • Work with central policy teams to provide answers to enquiries from local authorities and other organisations on themes such as the bidding process to assessment and delivery.
  • Input into policy, corporate or delivery design, attending policy boards and participating in policy / programme design working groups to ensure local delivery considerations are included in policy making and feeding back to your area team.
  • Provide advice on key local challenges or opportunities for your team’s wider area, developing thinking on complex issues for SCS and Ministerial advice as appropriate, and working with your team and others, using your relationships to lever solutions where issues arise.
  • Deputise for the G7 Area Lead as required representing Government at meetings including at Towns Boards, LEP meetings and various Partnership boards.
  • Line manage one HEO, with an emphasis on creating a performing and inclusive culture.
  • Work independently to plan ahead, setting direction, identifying upcoming opportunities and challenges and matching resource appropriately.
  • Be an active member of your division’s SMT, supporting your team and peers to deliver an inclusive team.

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
