Job description

Job Purpose The post holder will provide highly visible and inspiring leadership across the organisation. Responsibility for the implementation of the Quality and Patient Safety strategy, Quality Governance arrangements, compliance with CQC standards, the professional leadership of Nursing and AHPs, Safeguarding, Tissue Viability, Medicines Management and Infection Prevention and Control. The post holder will also be responsible for risk management, patient safety and Serious Incident oversight and implementation of the PSIRF, safer staffing and the management of complaints. The post holder will work collaboratively to lead the direction of the Quality elements of CityCare's Strategy ensuring robust frameworks are in place with effective processes, systems and training to support our people to ensure safe, high-quality care for patients Dimensions The post holder will provide strategic leadership to the following: Patient safety monitoring, management and improvement Risk management (Clinical, in support of the Deputy Director of Corporate Governance) Compliance and Quality Governance Framework Professional Standards Professional education for Nursing and AHPs Clinical Audit, Research and Evaluation Clinical Effectiveness Quality and Safety improvement Specialist Corporate Clinical leadership including IPC, Tissue Viability, Safeguarding and Falls Medicines Management Key Responsibilities This role is to provide strategic leadership and up-to-date expertise in clinical quality governance and quality improvement, which enhances the organisations governance arrangements moving forward. The post holder is responsible (in conjunction with the Director of Nursing, AHPs and Quality) for driving and implementing the Quality Governance Framework The post holder will (in conjunction with the Director of Nursing, AHPs and Quality) ensure that implementation of the clinical effectiveness and clinical quality governance agenda is central to the activities of CityCare as a whole, working with teams, senior managers and clinicians. The post holder will ensure that CityCare has a continuous forward look both in implementing the quality elements of the CityCare strategy and in ensuring a focus on continuous improvements in the Quality Governance and Quality Improvement Agenda. Develop and maintain effective working relationships with and between senior stakeholders and colleagues as well as sponsors, stakeholders, external agencies and regulators. The post holder will demonstrate clinical governance competencies relevant to the role level. Assist the Director of Nursing, AHPs and Quality in leading CityCares Quality and Safety agenda helping to establish sound quality objectives for Quality Committee, Quality and Patient Safety and relevant subgroups by planning and organising a broad range of highly complex activities. Lead on the implementation of Patient Safety Incident Response Framework (PSIRF) To lead and support the professional standards agenda. Have a thorough understanding of professional education for nursing and AHP and to understand the career pathways. To support the creation and implementation of new nursing and AHP roles within the organisation, as well as supporting services to develop skill mixing effectively engaging with internal and external stakeholders. Assist the Director of Nursing, AHPs and Quality in formulating long term strategic plans for quality incorporating the overall aims of the organisation. Responsible for creating and planning the operational framework for regulation and quality. Drive the development and delivery of systems, processes and relationships to ensure that the patient safety and quality improvement programmes support high quality, safe and effective services. Ensure that all work programmes are evidence based, are evaluated, impact measured and communicated. The post holder will need to demonstrate highly developed communication skills, including persuasive, influencing, negotiating, empathetic and reassuring. Deliver highly complex, sensitive and often contentious information to internal and external stakeholders. The post holder will need to demonstrate a high level of analytical and judgment abilities to assess the output of internal and external assessments and accreditation programmes developing realistic and deliverable objectives to drive further improvements. Assist the Director of Nursing, AHPs and Quality in maintaining the requirements of the Organisations CQC registration, ensuring that CityCares requirement to monitor the standards of care it provides are fulfilled and that external bodies, including Commissioners, CQC and NHSE/I quality indicators and reporting requirements are achieved, and their needs are met. The post holder will act as the organisations expert advisor in ensuring compliance with the CQC Fundamental Standards and any associated compliance requirements, providing interpretation and advice to the Board / Executive on complex matters associated with this. Regularly update and maintain specialist knowledge and expertise of self and team around changing CQC standards and requirements, using this to identify and communicate any implications for CityCare. Role model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes and embedding this approach across the organisation. Assist in the planning and leadership of multiple complex projects and / or project work streams at once, ensuring work is delivered to time and to budget. Demonstrate an ability to work under significant pressure with regards to meeting internal an external challenging deadlines, to meet the dynamic nature of the role. The Post holder will manage the Quality Budget and have budget setting responsibilities.
