Job description

A unique opportunity has arisen for a new Director (CEO) to lead and run Plymouth homelessness charity Path.

Reporting to the Board of Trustees, you’ll provide leadership and overall strategy planning for Path with accountability for all operations, finances and delivery in line with the requirements of the Charity Commission and our funders.

Purpose

The Director leads Path as an organisation on behalf of the board, setting the direction and tone, motivating and guiding managers and workers, leading on the image and profile of Path, representing and developing Path in its relationships and ensuring its contribution to strategic work. Ultimately, the Director acts on behalf of trustees to run Path as a charitable company, maintaining and developing it and ensuring Path meets its obligations.

As an active member of some important local partnerships, Path works to provide, develop and align services to best meet local needs, including through groups, meetings and contracts that the Director actively engages with and, in some cases, oversees.

Two specific partnerships of note are:

  • The Plymouth Complex Needs Alliance
  • Plymouth Resettlement Support Service

Path Management role and structure

Path has two Senior Service Managers, who oversee and support the development of services and governance of the organisation. There is also a Finance Manager, an Officer Manager and three Service Managers, each with a delivery team. Path also has an HR Adviser, for two days per week.

The Director supervises all of these managers, working to ensure the effective running of the organisation, and the delivery and development of services, as a homelessness charity.

Development Work, Financial Management & Funding

  • Developing the structure of the charity to ensure viability and sustainability, taking into account the needs of stakeholders
  • Managing and overseeing the organisation’s reporting on contracts
  • Overseeing preparation and submission of detailed funding bids to new and existing funders and ongoing negotiation and liaison with funders and commissioners
  • Reporting to and supporting the Board of Trustees, including re possible developments, service management, HR matters and premises; this includes preparation and submission of papers for every board meeting
  • Ensuring the ongoing financial viability of the organisation
  • Ability to lead and run an organisation of 50 people and turnover between £2m and £3m pa
  • Working with the Finance Manager to ensure that financial systems are in place, which have adequate controls for all Path finances. This includes: ensuring a set of audited accounts are submitted to the board, are agreed at the AGM and submitted to Companies House; and ensuring production of a monthly report on the financial position of Path.
  • Ensuring management of Path’s premises and other properties, ensuring compliance with leases and all relevant legislation, plus adequate maintenance, access etc
  • Ensuring development and monitoring of policies and procedures re communication, reporting, health and safety, service delivery and as relevant
  • Ensuring coordination, preparation and distribution of quarterly, annual and other reports to trustees and funders.

Leadership, Human Resources and people management

  • Leading the charity, its employees and any volunteers, making best use of resources and maintaining engagement and motivation
  • Line management of managers, including formal supervision sessions, guiding and supporting managers
  • Coordinating / ensuring the administration of advertising, recruitment and selection of paid staff
  • Ensuring good communications systems are in place, both internally and externally
  • Pay and conditions: ensuring development of job descriptions and contracts, including ensuring compliance with all relevant employment legislation; leading on pay reviews and proposals

Services

  • Overseeing, developing and supporting all services, especially through support to and work with managers
  • Ensuring the planning, coordination, monitoring and reporting on services
  • Ensuring liaison with funders, trustees, workers and service-users re service provision and development.

Company Secretary

The Director is the Company Secretary. In that role and as CEO, tasks include:

  • Liaison with (the Chair of) trustees re: meetings and arising issues, plus preparation and distribution of agendas and accompanying papers (as noted above)
  • Ensuring compliance with all relevant health and safety requirements, Data Protection and other relevant legislation
  • Coordination of Annual General Meetings
  • Ensuring the maintaining and making accessible of appropriate records, including developing systems for record keeping
  • Ensuring preparation and submission of the relevant documentation needed for submission to the Charities Commission and Companies House for annual returns and more.

Partnerships / liaison

  • Working across the city to ensure Path’s work is well aligned, focused and relevant
  • Building and maintaining effective relationships with all stakeholders including partners, funders and commissioners.
  • Being the strategic contact person at Path for professionals, public and media.
  • Keeping up-to-date with, and incorporating, national policies and strategies regarding housing and homelessness
  • Participation in relevant multi-agency groups.

Participating in the overall work of Path

  • Any other duties deemed reasonable by the Board of Trustees
  • Compliance with Path Worker Conditions document.
