Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.

The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing Nuclear Deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UK’s nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.

The UK’s independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines – known as the Dreadnought Class – and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

The National Nuclear Deterrence Policy team is responsible for developing and assuring the UK’s Nuclear Deterrence Policy. We ensure it maintains the greatest advantage for the UK now and over the next 30 years. In delivering this we take a threat-based approach to policy making and seek to make sure the conceptual, operational and capability elements of Nuclear Deterrence is coherent across HMG. This can involve balancing HMG’s Deterrence Policy objectives against counter proliferation, arms control and disarmament objectives. We seek to ensure nuclear equities are reflected in HMG strategies and policies as well as crisis management plans. We support international engagement to ensure our policy is understood by Allies and potential adversaries, to deliver both Deterrence and Strategic Stability objectives.

This position is advertised at 37 hours per week.

Job description

The successful candidate will provide Nuclear Deterrence advice across a wide portfolio. This will include:

  • Developing a strong understanding of a geographical region and working closely with related campaign teams and intelligence colleagues to ensure policy and operations reflect Nuclear Deterrence thinking.
  • Working closely across government with departments such as the Cabinet Office and Foreign, Commonwealth & Development Office to develop products and respond to emerging events.
  • Developing load bearing relationships with contacts in the US government to deliver key events and products.
  • Improving integration of Nuclear Deterrence Policy within defence through engagement with relevant teams.
  • Potentially managing 1 HEO team member.

Some hybrid and flexible working can be considered for this post but most work will need to be completed in the workplace due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager before submitting an application.

Person specification

This post is responsible for developing, representing and promoting UK Nuclear Deterrence Policy objectives across the department, government, and with international partners. Responsibilities will include providing policy advice, representing the team at meetings and in engagement with partners, and responding promptly to emerging issues. The postholder will deliver verbal and written briefings, as well as lead and contribute to policy documents.

The successful candidate will also be responsible for some other activities to support the team, such as logistical support and potentially line management of 1 HEO.

This post would best suit a policy professional who has experience of working across teams to deliver results. You will need a strong ability to work well with others and build relationships, often in the face of conflicting priorities. Great communication skills, both in-person and written, are essential.

The role will require an interest and ability to develop a strong understanding across a number of key areas including Nuclear Deterrence and regional issues. The post is responsible for managing multiple concurrent strands of work, so the ability to manage own time and prioritise work effectively is essential.

Essential criteria

  • Great communication and interpersonal skills with an ability to build strong professional relationships.
  • Strong drafting skills and ability to summarise complex issues succinctly for a range of audiences.
