Job Introduction

This position offers a uniquely thrilling chance to spearhead an ambitious initiative that aims to integrate systems designed to aid individuals with Drug and Alcohol issues, along with a variety of other health and care services, such as mental health, social care, and support for neurodiversity.

Main Responsibility

This role has two core responsibilities:

1          Leadership of the STaRS partnership

  • Will be responsible for the strategic leadership of STaRS. This includes providing line management for the Service Manager at MPFT.
  • Provide strategic leadership with operational oversight for the Staffordshire services, supporting the delivery of high-quality services that meet the expectations of service users.  This will be done alongside commissioners and partner agencies in line with the integrated approach to treatment in Staffordshire. 
  • Be responsible for the performance, operational delivery and strategic development of the service and s75 within Staffordshire, including the integration of sub-contracted partners into a cohesive system. 
  • Lead the work of a Performance Management Board, including developing the appropriate governance arrangements with decision makers, working closely with commissioners, elected members, MPFT colleagues and partners to enable the provision of high-quality sustainable services that meet strategic, policy and transformation priorities.

2          Leading the integration of STaRS with wider MPFT and Council functions

  • Working with colleagues in Council and MPFT, you will take lead responsibility for delivering the integration goals of the s75 partnership. 
  • Your role will involve the development of excellent working relationships will colleagues across mental health, social care, learning disabilities, public health and similar functions delivered by the two organisations. 
  • Innovative solutions will be required to long-standing and engrained barriers to integrated working and so you will need to be creative and persistent in co-producing new ways of working with a range of stakeholders.

The Ideal Candidate

We are seeking an innovative and ambitious problem-solver who is able to creatively engage colleagues across all levels of the Partnership and with a range of other external stakeholders across the county. 

You will have:

  • Extensive experience of managing drug/alcohol or closely related services
  • A demonstrable track record of leading innovative but evidence-based solutions to complex problems
  • Knowledge and experience of multiple health and care functions
  • The ambitious and ability to help solve some of the complex and long-standing challenges facing the drug/alcohol field
  • The ability to communicate equally effectively with service users and chief executives
  • A commitment to co-production and the appropriate involvement of people with lived experience

You will lead the ‘Section 75’ partnership arrangement between the Council and the Midlands Partnership University Foundation Trust (MPFT) that commenced on April 1st 2024 to create the Staffordshire Treatment and Recovery System (see www.staffstars.org). 

While the recruitment is led by Staffordshire County Council, this is a joint role with MPFT.  

The post-holder will be hosted by the Council but will be jointly managed by MPFT and will have authority to make decisions across both organisations.

An element of remote working will be possible, but the post-holder will be expected to spend a reasonable proportion of their time in Staffordshire - precise details to be discussed with short-listed candidates.
