Job description

Job Purpose

The postholder will take responsibility for all commissioning aspects of Older People and the delivery of the relevant elements of the Adults Improvement Programme, including inputting to strategic and budgetary discussions and decision-making. They will be responsible for all aspects of the commissioning cycle, stimulating innovation in service delivery, and ensuring a whole-system and integrated view of service need. Fostering good relationships with the relevant directors, heads of service, frontline managers, third sector partners, and providers will be imperative. The postholder will lead the delivery of the Adults Commissioning Mandate and the Corporate Strategies, particularly the Prevention, Independence and Resilience Strategy with the relevant Heads of Service. They will also shape commissioning plans across their portfolio and lead on the delivery of savings in a world of challenging resources, increasing integration and rising expectations from service users and carers. The role will also support the Head of Service to manage the Better Care Fund arrangements in Barking and Dagenham.

This role will manage a commissioning manager and have access to a pool of commissioning managers to support with smaller pieces of commissioning, and contract monitoring. They will lead the commissioning function for Older People and frailty, and be responsible for ensuring the production of commissioning plans that are needs and outcomes led. They will develop service specifications and monitor the quality and effectiveness of services for this group, including overall responsibility for commissioning, contracting, quality monitoring and redesign of services for children's social care. This will include a range of partnership arrangements with public, private and voluntary sector/not for profit agencies, service users, their families or carers

Specific Accountabilities of the Role

  • Ensure that a strategic and evidence based approach to commissioning is maintained, and that this contains an understanding of the organisation's priorities and assessing a range of policy and service delivery options to best deliver the desired outcomes in a strategic and cross cutting way.
  • To contribute to the work of strategic Boards around care and support policy and service development, and make full use of governance structures to develop consensus and get decisions made.
  • To provide expert knowledge and strategic insight, to drive and lead improvement and commissioning in this area.
  • To support the development of sound relationships across the Partnership, including with providers, and ensure that senior officers are kept briefed about developments in partner agencies and provider services. This will include support to the Head of Service around the Better Care Fund.
  • To lead and amange within a team and take overall responsibility for the commissioning of services for older people, through a range of options including strategy development, enabling, regulatin etc. To produce service specifications and service level agreements to achieve improved outcomes for service users.
