Job description

An exciting opportunity to join the Greater Lincolnshire LEP team at Lincolnshire County Council, leading and managing a range of projects within the Employment and Skills team, focused initially on the Skills Bootcamps programme.

 About the role

The Employment and Skills team of the LEP commissions and delivers projects to benefit the local area, with the aim of helping local residents develop new skills and local businesses to grow.   Working predominantly on the adult Employment and Skills agenda for the LEP, the successful candidate with manage the local Skills Bootcamp training programme and deliver actions against our apprenticeship strategy, reporting to the Employment and Skills Executive Manager. 

Working across the LEP team and Lincolnshire County Council you will contribute to the wider economic priorities of the area.  The successful candidate will work with a number  of local and national partners including the Department for Education, Job Centres and local councils so must be able to demonstrate excellent partnership skills. 

You will be responsible for the line management of one member of staff and managing 15-20 contractual relationships with colleges and training providers.

The position is on a 2-year fixed term basis with potential/aspiration to become permanent if funding is available. 

Travel around Greater Lincolnshire and Rutland will be expected as part of the job, therefore access to a vehicle will be essential.

About you

We are looking for an experienced project manager,  someone qualified to degree level or equivalent with a track record of managing projects and competing priorities within a local government, public sector or similar setting. Ideally you should have an understanding of the adult skills and training sector and national skills policy.   You should be able to manage a broad portfolio of projects, ensuring delivery in a timely manner.  

The successful candidate must have excellent interpersonal skills, so they can work effectively with a wide range of partners at local and national level, as well as manage contracts with local partners.  You should have an eye for detail, and good analytical skills,  as the Skills Bootcamp programme relies on a complex claims process so must be comfortable using excel spreadsheets. 

The ideal candidate will need to;

  • Be up to date with current government policy impacting on Employment and Skills
  • Be able to demonstrate understanding of public sector funding principles and practices such as approvals, procurement and grant funding
  • Have prior experience of national adult Employment and Skills schemes and funding
  • Be a confident contract manager, with proven project management
