Job summary

Working in a small team of safety professionals you will be the single SQEP individual that influences all aspects of fire safety management on a small but very busy RAF Station. Reporting through the Station Health, Safety and Environmental Adviser (SHSEA) as part of your normal working pattern, you will have functional authority over a team of Building Custodians (BCs) to assist you in ensuring compliance with the Regulatory Reform (Fire Safety) Order 2005 and Air Command Fire Safety policy.

Job description

Assist the Head of Establishment (HoE) with the implementation and ongoing management and maintenance of the unit Fire Safety Management System (FSMS).

Manage and maintain the unit Fire Safety Management Plan (FSMP).

Ensure that all buildings have a current Fire Risk Assessment (FRA) and all relevant parties receive copies as determined by the FSMS. Ensure that all FRA action plans are monitored until actions are completed in liaison with BCs and Defence Infrastructure Organisation (DIO)/Infra personnel.

Assist with mitigation and communication of outstanding fire risks, liaising with Fire Safety Subject Matter Experts (SMEs), the HoE and wider unit Chain of Command (CoC). Ensure that significant risks are elevated to the HoE to ensure the Accountable Person is aware of risks that they are holding, via the SHSEA.

Manage and maintain unit fire orders and wider unit fire policies. Ensure a programme of risk based 1st Party Assurance (1 PA) is in place and conduct assurance of fire safety measures in unit buildings, ensuring that findings of 1 PA are dealt with appropriately. Assist BCs with development of building fire orders and evacuation plans and assist with fire evacuation drills as required. Ensure fire and false alarms are reported in accordance with TLB and wider Defence policy.

Assist with delivery and management of Fire Safety training/briefing requirements. Organise Fire Safety meetings and prepare information for wider Safety forums and Exec level Safety meetings. Maintain communications with Fire Safety SMEs and Station Health and Safety Advisors and unit Infra personnel. Assist with emergency planning for fire emergencies and exercises, liaise with Local Authority Fire Rescue Services (LAFRS), arrange training with LAFRS and manage fire pack ups held at unit Guardrooms/main entry points. Maintain liaison with Command Fire Safety Office (CFSO) and prepare unit documentation for 2 PA conducted by the RAF SC and 3 PA conducted by Defence Fire Safety Regulator (DFSR).

Person specification

This person must be highly motivated in relation to engagement in a positive Fire Safety culture at RAF St Mawgan.

Desirable: This person will have a nationally recognised Level 3 qualification in Fire Safety and Risk Management, or will be willing to work to attain the qualification within the first 6 months in post (with a commensurate retention period in post for 2 years). Also desirable that the person has at least one year of managerial experience. This person must be able to communicate to a wide range of stakeholders in order to effectively deliver their responsibilities.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
