The Postholder is required to undertake the functions of a general practice surveyor within the Estates and Commercial Investment section for the effective delivery of a valuation, surveying and land agency service to internal and external clients. There is a responsibility for the post holder to demonstrate a commitment to quality service delivery through continuous improvement for the benefit of the Service and the organisation. CORE RESPONSIBILITIES / DUTIES • Responsible for the leasing and management of land and buildings within non operational commercial property portfolio. • Undertaking valuations and providing a surveying service as delegated. This work includes professional casework in respect of the acquisition of property by agreement, and using Compulsory powers. • Negotiating terms of lease and valuation of miscellaneous land and buildings. • Responsible for the acquisition of all types of heritable property for the operational requirements of Services in fulfilling the aspirations of the Council's Corporate Asset Management Plan; including the acquisition of land and property for school developments, waste management functions, transportation projects, care projects and for any other operational requirements of the Council. The acquisition of a heritable interest may be by either purchase or lease. • Co-ordinating the disposal of properties which have been deemed by the Council to be surplus to requirements through sale or lease • Assisting with the maintenance of the Council's Asset Register and assisting with the re-valuation of all Council property on a 5-year cycle. • Assisting in disposals to Community Groups under Community Asset Transfer policy. We are looking for someone who has good communication and interpersonal skills and works well within a team environment. The individual must be a Member of the Royal Institution of Chartered Surveyors. You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
