Band: 8B

Pay Rates:

£27.00-£31.70 paye per hour

£28.00 to £34.40 paye including holiday per hour

£31.80 to £39.20 umbrella per hour

All the above rates are dependent on skill and experience.

Working Days and Hours: Monday-Friday, 37.5 hours

Remote working option: Dependent upon requirements, and as agreed by Head of Compliance

Travelling for work purposes: Yes, this is a multi site role.

Job Purpose

The Fire, Health and Safety Manager acts as an expert for all fire, health and safety matters within all sites at WHTHT, with accountability for fire, health and safety matters with the Management Team reporting up to Hospital Executive Board via the Environment Director (Director with Fire Safety responsibility).

By the provision of competent advice, assist the Environment Director in providing and maintaining levels of fire precaution within Trust premises in line with NHS Health Technical Memorandum (HTM05:01-03) requirements, and maintaining good relationships with the local Fire Authorities, and the Health and Safety Executive (HSE).

As the competent person for fire, health and safety, the post holder will ensure that that the Trust complies with Regulatory Reform (Fire Safety) Order 2005 (RRO) legislation and the Health and Safety at Work Act (including all supporting acts and guidance). The post holder will work closely with all relevant parties within the Trust and externally to ensure the provision of a fire safe environment for patients/staff/visitors and to facilitate sustained care and well-being in relation to Fire Safety. The post holder will be responsible for all day to day fire, health and safety matters and will lead the multidisciplinary professional approach to ensuring that fire and H&S safety forms an integral part of the Trust’s Service, responsible for the provision and content of fire, health and safety training and for ensuring risk assessments are in place that meet all statutory requirements.

Duties

The post holder will act as the direct contact with the Hertfordshire Fire and Rescue Services (HFRS), in relation to Fire Safety matters and information for the benefit of operational firefighting. Through regular meetings, develop and maintain communication links with representatives of HFRS, providing information relating to the state of the Fire Safety measure and findings of the Fire Risk Assessments when required.

The post holder will act as the direct contact with the Health and Safety Executive, in relation to health and safety matters. Through regular meetings, develop and maintain communication links with representatives of HSE, providing information relating to the state of the health and safety measure and findings of the Risk Assessments when required or post RIDDOR investigations.

The post holder will work with all members of the Trust Leadership teams, to ensure a safe and healthy environment for the Trust to meet its responsibilities under the Health and Social Care (H&SC) Act 2008 and to meet the standards of the ‘Code of Practice’, which encompasses the H&SC Act; Regulation 12 – Safe Treatment and Care and Regulation 15 – Premises and Equipment.

The post holder will provide, through their knowledge and experience; competent and professional technical advice, guidance and support to the Trust in meeting its legal responsibilities under the Health and Safety at Work Act 1974, (HASAWA), the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 and all associated Regulatory requirements, standards, and Approved Codes of Practice (ACOPs).

The post holder will provide, through their knowledge and experience, competent and professional technical advice, guidance and support to the Trust in meeting its legal responsibilities regarding Fire Safety legislation; Regulatory Reform (Fire Safety) Order 2005, NHS HTM05:01 and other associated fire guidance for the benefit of the Trust.

The post holder will formulate, approve, and ensure delivery of programmes of H&S and Fire safety training to all staff to meet statutory and mandatory requirements. Raising, and responding as required to Datix, is a requirement of this role.

The post holder will develop and lead on the implementation of service changes and formulation of governance and assurance procedures, such as Trust Fire, and H&S groups and committees and reports, to ensure the hospital retains compliance with statutory and mandatory requirements.

The post holder will liaise with the Emergency Planning Team and Trust representatives, as well as external organisations to develop, implement and review the Trust fire emergency plan.

The post holder will recognise the limits of their capabilities, and expertise, and when necessary, seek specialist advice from the Trust Fire Authorising Engineer.

The post holder will work in-hand with the Capital Projects team to sign-off final plans, drawings, and associated fire provisions of projects in acceptance, prior to operational handover.

The post holder will be proficient in reviewing all associated Fire, Health & Safety policies, and procedures, and updating them as required to ensure the Trust is compliant.

Qualifications, Skills and Experience

Educated to Master’s Degree or equivalent specialist knowledge and experience, plus additional specialist knowledge acquired through post[1]graduate level courses & experience to master’s equivalent level.

In depth managerial, financial and strategic knowledge demonstrated through leadership or management qualification e.g., ILM qualification or equivalent.

Specialist Fire Safety Courses e.g., Fire Service College or NEBOSH National Certificate in Fire Safety and Risk Management.

Evidence of continuing professional development (CPD).

NEBOSH degree or equivalent experience.

Qualification in Risk Assessment and/or Health and Safety Regulations.

Qualified/experienced Training instructor

Demonstrable knowledge of

Healthcare guidance, HTM’s, HBN’s and other industry specific guidance.

Conversant with HTM, HBN, IEE EN and British Standards, Fire code and Encode.

Thorough working knowledge of all current legislation, NHS guidance and advice notes.

Professional knowledge of working

in a large healthcare institution.

Understanding of Fire Modelling and Fire Engineering techniques.

Knowledge of audit processes/ Firecode/ HTM and safety legislation.

Significant experience of Fire safety management providing expert advice and knowledge to the Trust Board and operational staff across departmental boundaries on Fire Safety, fire risk management, fire legislation and codes of practice and Fire Safety training.

Experience of working in a complex clinical environment in a similar role.

Experience of managing a team.

Experience of managing a budget.

Understand and undertake fire risk assessments within a healthcare environment.

Experience of working with Capital Projects team/contractors for new build or refurbishment projects.

Experience of working with external bodies such as Fire and Rescue Services.

Understanding of healthcare planning and standards.
