We’re looking for an enthusiastic and experienced person to lead our Flood Risk Management Team. With extensive rivers and waterways and one of Scotland’s most well-established flood schemes, Perth and Kinross has long been at the forefront of identifying areas of risk and mitigations for flooding from rivers and surface water. Your role is key to delivering on our responsibilities to our communities, businesses and the flood risk management network across Scotland. Investigating and reporting on local areas of concern as well as managing and implementing our duties under the Flood Risk Management (Scotland) Act 2009. Working as part of a committed and professional team you’ll be equally at home with explaining the intricacies of flood studies and flood schemes to public partners, Councillors and local residents, as you are with understanding the challenges of changing weather patterns and the impact that they have on river and surface water flooding. You will have extensive knowledge and experience of flood risk management, including detailed knowledge of the Flood Risk Management (Scotland) Act 2009. You’ll be aware of the requirements for and uses of Flood Risk Assessments, the Controlled Activities Regulations, and Sustainable Urban Drainage Systems (SUDS). You should also have experience of the NEC ECC and PSC Forms of Contract, and be experienced in managing consultants and contractors to deliver projects.
You should have a degree in Civil Engineering, or similar. Alternatively you may be educated to HND/SVQ Level 4 in Civil Engineering (or a related discipline), and be able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience. You will also have experience of managing professional staff, with good financial awareness, a customer focus and strong leadership and communication skills. Experience of computer based hydraulic modelling and design packages and knowledge of relevant health and safety legislation are also an advantage. You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
