Introduction to the role of the team 

Leeds City Council’s Highways Maintenance Department is fully committed to providing a safe, reliable, and efficient highways maintenance service for all residents and road users within Leeds. Highways Maintenance is much more than potholes… we operate as part of a team to deliver a range of schemes all around Leeds throughout the year. 

Your role 

To actively participate and lead a small team in the construction and maintenance of highways and associated works. You will be required to hold a NRASWA Certificate and have experience of highway construction techniques including laying tarmac, concerting, and raising ironwork. 

What you will bring to the role 

The right candidate will lead and work as part of a team to deliver high quality highways maintenance repairs in a safe and efficient manner. Along with leading a team, you will be required to deal with a range of materials, including placing, spreading, and compaction of granular and bituminous materials. Further, you would be required to assist with traffic management, as well as operating small plant.  

As part of highways maintenance duties, you will be involved in the statutory winter service operations where appropriate.  

Since this a front facing role, you will be required to delivery excellent customer service and answer public queries in a polite manner, using customer care principles. In addition, you will be required to work in partnership with internal and external partners to ensure that a high-quality service is delivered.

Job Description

Job Purpose To actively participate and lead a small team in the construction and maintenance of highways and associated works.

Responsibilities:

  • Lead and work within a small team delivering quality highway maintenance works in a safe and efficient manner.
  • Placing, spreading and compaction of granular and bituminous materials.
  • Mixing and placing concrete.
  • Supervising and organising excavation operations.
  • Location and exposure of under and above ground apparatus utilising drawings and cable detection equipment.
  • Read and understand construction drawings.
  • Organising and setting out traffic management in accordance with Chapter 8.
  • Organising and controlling the work of others.
  • Wearing of personal protective equipment.
  • Operating of small plant including rollers, vibrating plates, compressors, road saws, strimmers etc.
  • Measure completed works and calculate material quantities. 
  • Laying and construction of highway drainage works. 
  • Setting out of minor works.
  • Completion of time sheets.
  • Take part in winter maintenance operations as appropriate.
  • Working from any location within the Leeds district. 
  • Liaison with staff, sub-contractors, public and private bodies and members of the public.
  • Comply with Standing Orders, Financial Regulations, Quality Assurance procedures and Health and Safety Regulations.

Qualifications

  • NRASWA Street Works Certificate.

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

  • Ability to control and organise a small team of operatives.
  • Possession of a current driving licence.
  • Ability to communicate with staff and external bodies.
  • Ability to complete documentation.
  • Ability to carry out heavy manual work.
  • Ability to measure completed work and calculate material quantities.
  • Knowledge of Health and Safety Regulations, particularly with reference to highway work.
  • Knowledge of basic setting out.
  • Experience of highway construction techniques including hand laying of tarmac, concreting, raising of ironwork.
  • Experience of working as part of a team.
  • Experience of setting out traffic management to legislative requirements.
  • Experience of using cable detection equipment.

  • NVQ Level II (or equivalent) in a construction related discipline.
