This role will involve developing strong working relationships with system partners, seeking out opportunities to improve services for local people, improving health and wellbeing and addressing health inequalities.
The Head of Access and Performance, and Health Inequalities Lead will be accountable professionally to the Director of Operations. Their objectives will include leading and/or participating in divisional and corporate programmes of work as well as operations within the Trust.

Service Management
1.1 Responsible for supporting the delivery of key access targets across all services, this includes Referral to Treatment, Cancer and Cancelled Operations.
1.2 Development and delivery of transformation/improvement projects, in line with Trust business plans and service delivery operational plans, Trust objectives and standing financial instructions.
1.3 Facilitate dynamic problem solving at a variety of levels with both internal and external stakeholder groups, using service improvement tools and techniques using process flow analysis including value and efficiency mapping by establishing baseline data and setting key performance indicator metrics.
1.4 Identifying and managing the risks associated with performance targets at both local and corporate levels. This includes writing comprehensive improvement plans to achieve and sustain performance mitigating risks.
1.5 Responsible for the development and implementation of policies and processes to ensure the Trust delivers performance standards as per Department of Health Guidelines and local Trusts guidance.
1.6 Use expert knowledge to establish and embed patient pathways ensuring optimum treatment and waiting times, for Referral to Treatment and Cancer.
1.7 To undertake and oversee work to improve access performance across the trust, making full use of available information, tools and methodologies, for example, demand and capacity. Trajectory and modelling tools are developed and monitored in line with Trusts and system wide Key Strategic Objectives (KSO).
1.8 As the designated Trust lead the responsibility for the overall operational management, escalation and Performance of the Referral to Treatment and Cancer PT to proactively deliver the constitutional standards to enable best practice. This includes the development of patient pathways, quality and experience whilst working collaboratively with general managers, service managers and clinical leads/ specialty consultants.
1.9 Lead the strategic planning for the trusts for Health Inequalities, working alongside key partners and stakeholders to implement key actions agreed in the NHS Long-Term Plan to prevent-ill health, deliver the NHS Comprehensive Model of Personalised Care and address health inequalities.
Qualifications · Educated to Masters level/professional qualification or equivalent, or able to demonstrate specialist knowledge within this field through practical experience · Evidence of ongoing professional development through maintenance of professional portfolio and registration revalidation · High standard of written and spoken English
Experience · Demonstrable experience of effectively managing services at operational management level, preferably within a healthcare context · Experience of project management, modernisation or remodelling of services and workforce · Experience of delivering outcomes in a complex organisation, both directly and through leading/ facilitating/influencing others. · Demonstrable experience of using very complex and multi-faceted performance data and facts to identify a range of options for a large complex organisation/system. · Experience of managing risks and issues and reporting on progress. · Experience of analysing performance data, waiting lists and service information
Knowledge · Comprehensive and detailed understanding of the national Referral to Treatment and Cancer Targets · Highly developed understanding of health service issues, strategy and national policy agenda as it effects provider services · Specialist knowledge across a range of procedures underpinned by theory
