Job summary

Reporting into the Director of People and Workforce planning you will be responsible for leading and championing our EDI, Organisational Development and Capability objectives. Utilising your leadership expertise and stakeholder engagement skills you will set the strategic direction for culture, EDI and Capability, you will be an integral part of our People Services Directorate within the Information Commissioner’s Office.

About the role

The People Services Directorate, led by the Director of People and Workforce Planning leads the ICO's people agenda across the organisation, providing clarity, professional support, and direction.

This is a business critical role that has responsibility for leading the delivery of our EDI objectives and will shape, influence, and set the strategic direction for the ICO’s organisational design, development, capability, and culture - linking the strategic outputs to our High Performance Strategy and ICO25 strategic enduring objectives.

The Inclusion and Wellbeing Team promote inclusion and wellbeing organisation wide, progressing our wellbeing and EDI action plan and provide governance for staff networks. We ensure inclusion is considered in areas such as policy and leadership.

The Organisational Design and Capability team provide expertise in relation to culture, capability development, professional career frameworks, succession planning, leadership development, coaching and mentoring, Organisational Development, digital learning, team Development and inclusion and wellbeing.

Job description

Key Responsibilities

  • Take the strategic lead on the delivery of the EDI action plan, providing leadership to the Inclusion and Wellbeing team and ensuring that appropriate governance and leadership is in place to support the ICO to deliver our EDI objectives
  • To pro-actively engage with Senior Leaders across the organisation on a regular basis to support the implementation of the EDI action plan
  • Work collaboratively with our EDI networks, EDI Steering Group and EDI Board to ensure that we are delivering the EDI action plan and that subject matter expertise and proactive horizon scanning is provided to ensure that EDI is a thread that runs through every aspect of the ICO.
  • Tracking and evaluating the key performance indicators through which the ICO can measure the progress of our EDI objectives and reporting these to both EDI Board, Executive team and People Committee.
  • Through leadership of both the Inclusion and wellbeing team and the Organisational Development and Capability team, consistently demonstrate and role model for our Senior Leaders the value and criticality of inclusive leadership behaviours.
  • Lead, develop and implement Organisational Development initiatives that will enable delivery of the ICO’s High Performance strategy ,including culture, capability, wellbeing, leadership development, professions, learning and development. Providing thought leadership, and innovation in interventions that supports the ICO’s objectives to build an organisational culture which drives high performance and a great place to work.
  • Ensure that budgets and contracts with third party suppliers are managed effectively, and that the ICO complies with requirements of its sponsor department and with government in relation to Organisational Development issues.
  • Be conversant with best practice, ensuring that effective and appropriate processes are in place which drive performance, are inclusive, and achieve availability and accessibility of development opportunities for staff.
  • To participate on behalf of the Commissioner/ICO as directed at meetings and events where senior representation is required.

Participate actively in relevant corporate initiatives, including the business planning process, and undertake a senior management role in matter such as internal investigations, meeting panels.

Essential criteria assessed at application stage:

  • Substantial experience relevant to the role requirements, as described in the role responsibilities and person specification, and accumulated through any combination of academic or vocational qualifications or experience.
  • Significant mid-senior level experience in an HR professional role (around 5 years)
  • Experience of working in an Equality Diversity and Inclusion role
  • Experience of working in an Organisational Design &Capability role
  • Experience of service delivery, ideally in a regulated or wider public sector environment
  • Demonstrable leadership experience

Essential criteria assessed during interview:

  • Experience of writing and presenting business cases and Board reports.
  • An understanding of how to champion and embed EDI effectively across an organisation
  • Excellent analytical skills, numerical and planning skills, including ability to manage significant budgets
  • Excellent written and verbal communication and presentation skills, including the ability to manage stakeholders effectively
  • Personally Effective – excellent organisational skills, ability to prioritise and delegate
  • Ability to seek out, manage and influence opportunities for continuous improvement and change
  • Substantial working knowledge of current legislation and good practice relating to Equality, Diversity and Inclusion, including the provisions of the Public Sector Equality duty
  • Sound knowledge of best practice in learning, workforce planning and Organisational Development techniques and strategies.
  • Experience of leading significant change projects from concept to sign off.
