Job description

A fantastic opportunity has emerged for a Head of Homeless Prevention and Assessment to join the housing options department at one of Adecco's key local government clients, initially for four months whilst our client goes through a restructure. Our client is willing to pay up to £500 a day (Umbrella) for the right candidate.

Based in East London and working hybridly from their office for 2 days each week, this is a full time role (37 hours each week, Monday to Friday) and the role will directly line manage two Housing Options Managers and will be responsible for the strategic delivery of the Prevention and Assessment function. The role is one of four heads of service and will report directly into the Director of Housing Options and Support.

Whilst the role is strategic there will be a need to get under the skin of the operational workings of the service. Our client is on a journey of service transformation and therefore are looking for a candidate who is a Leader not a Manager; someone who understands that to get the most from staff, staff need to be empowered and coached to deliver to the best of their ability. The ideal candidate will be prevention focused and who has a key eye for performance monitoring.

Other key elements of the role include:

* Leading, motivating and developing staff to create and maintain a highly competent and participative workforce.
* Preparing and presenting strategic and performance reports to the Housing Management Team.
* Being accountable for the Prevention and Assessment service which includes housing advice and responding to homeless applications
* Working with the Heads of Service Group to develop strategy across the whole housing service.
* Effectively performance manage the areas of responsibility to a very high standard to ensure successful delivery of key performance targets.
* Developing new approaches to preventing homelessness and to minimise crisis management of Homelessness.
* Being accountable for key relationships with partner agencies, as well as for defending legal challenges under the Housing Act 1996
* Ensuring performance and decision making is of a demonstrable high quality, and compliant with statute and caselaw and does not leave the Council open to legal challenge.
* Setting, monitoring and managing the related budgets employing a high degree of budgetary competence. Being accountable for any budget pressures and bring forward proposals for growth or savings items.
* Deputising for the Director of Housing Solutions when required or any other member of the Housing Management Team
