Job description

Summary of Role

The Ministry of Justice supports a range of issues that have a profound impact on people’s lives. We are at the heart of the justice system, and our priority work ranges from prison reform to modern justice and support for victims. 

This is an exciting opportunity for an exceptional leader and ambitious insight and communications professional to lead a busy I&E team and continue to embed insight across a range of our communications. It’s a challenging and rewarding role, requiring someone with exceptional leadership skills, first-rate analytical skills, and an ability to continue a transformation programme.  

You will lead a small team of Insight and evaluation experts to carry out bespoke research projects for our strategic communications priority areas. You will also continue a programme of work to transform the use of Insight across the wider directorate - upskilling communications colleagues and ensuring our output is always data-led and fully evaluated.  
 
You will be constantly pushing and challenging teams and senior leaders to develop our insight and evaluation approach, and learning from leading organisations in this space. You will build relationships across government (Number 10, special advisors, ministers) and use your negotiation and influencing skills to make things happen.  
 
This will require a deep knowledge of Insight and evaluation methodologies and the GCS Evaluation Framework, alongside a proven ability to influence, inspire and create change at all levels, and the leadership skills to drive forward large behaviour change projects.  
 
You will report to the Deputy Head of Strategic Communications and External Affairs. 

 

The role has several key requirements: 
 

Leading a small team of experts to ensure insight and evaluation are embedded within our strategic communications work as well as within key comms functions such as press, digital and corporate communications. This includes leading the team to communicate insight in a clear, engaging and actionable way to a range of stakeholders, and acting as a senior insight and evaluation specialist within the directorate. You will also act as an ambassador for the Ministry of Justice in the cross-government I&E community, and internally, influencing senior leaders, ministers, private offices and special advisers. 

 

Developing a culture of Insight, where non-I&E professionals feel motivated, inspired and supported to create data-led communications strategies and evaluate their communications work thoroughly. This goes alongside identifying and delivering training and upskilling programmes to support this work.  

 

Supporting the development and evaluation of the overall communications strategy, ensuring audiences sit at the heart of this work with particular focus on turning insight into action. This will include leading primary quantitative and qualitative research as appropriate across our strategic priorities – previous experience of developing complex quantitative research and embedding segmentation is welcomed. You will also lead a programme of wider evaluation across multiple strategic communications priorities – bringing together different communications functions (such as press, corporate and digital) to embed a culture of evaluation and demonstrate the collective impact of our work on the department’s priorities.

 

Collaborating with the wider I&E function to procure and manage the right platforms, products and agencies to support our insight work, ensuring both best value for money and quality of outputs.
