An exciting opportunity has arisen for a Head of Procurement to lead the sourcing activity for Oldham Council. The successful candidate will be responsible for managing all aspects of the sourcing lifecycle, ensuring compliance with legislation and the highest professional standards of Procurement practice. This role is pivotal in supporting the development of the overarching Commercial Services Strategy and ensuring alignment with the Council’s business objectives.
Day to Day of the Role:- Lead on complex sourcing activities for key categories of spend.
- Develop and implement a Council-wide Sourcing Strategy, embedding a strategic approach to category management.
- Manage the delivery of the Procurement Services work plan, ensuring compliance with procurement legislation and best commercial practice.
- Foster a high-performance culture within the team, maximising efficiencies and continuous improvement.
- Develop and maintain strategic alliances to increase revenue opportunities and maximise commercial advantage.
- Provide professional and management leadership to the Procurement Service, ensuring effective deployment of resources to deliver the Council’s objectives.
- Proven track record of successful strategic leadership within an organisation of comparable scope and complexity.
- Experience in leading, motivating, and managing multi-disciplinary teams.
- Strong record of resource and financial management.
- Experience in leading high-value/complex sourcing activity through all stages of the procurement lifecycle.
- Effective market engagement and development of proactive supply chain strategies.
- Commercial management of contracts to improve value for money and service outcomes.
- Strong negotiation skills and the ability to influence behavioural change.
- Knowledge of project management methodologies, EU Procurement Directives, and Public Contract Regulations.
