Head of QA, Performance and PlanningGrade L *MR
Head of Quality Assurance, Planning and Performance.
In Plymouth Children’s Services we have a high-profile programme of improvement and transformation in place across our services to improve outcomes for children and young people. This includes focused work on practice improvement, leadership and management development and improved sufficiency in key areas. We are looking for a suitably skilled and experienced senior children’s services manager to establish and lead a business critical service area to provide a central intelligence focus for the business planning and infrastructure requirements of our One Children’s Service.
This role will lead on key areas across children’s services including data management, systems development, performance, sufficiency, quality assurance, participation and engagement, strategy development and implementation, Performance and Planning. This includes responsibility for school admissions and school transport functions, including accountability for associated budget control (£9 million budget).
We are looking for an individual with;
• A proven track record of delivering improved outcomes and of working with others to deliver a high performing service.
• Extensive knowledge of early years, education, social care, youth and family services, of commissioning frameworks and legislation, as well as current and future policy developments within the social care system.
• Substantial experience of leading and developing a successful performance department, including a strong commissioning experience and enabling model of delivery linked to outcomes.
• Substantial experience of maintaining high safeguarding standards and understanding of systems to protect vulnerable groups.
• Experience of working and succeeding in complex partnership arrangements.
• Experience of leading a multidisciplinary workforce to drive Performance and a successful culture.
• Experience of working within and promoting a safeguarding and health and safety culture.
• Commercial acumen and budget management skills.
• Evidence of delivering innovation and able to challenge traditional ways of doing things in a positive, constructive way.
Key objectives of the role are to;
• Develop sufficiency requirements within the education, SEND, social care, youth and health arena.
• Deliver planning and performance services for all Children’s Services.
• Deliver responsibilities relating to the Safeguarding Partnership and Working Together.
• Lead accountability for sufficiency of school places, school transport and associated budgets.
• Ensure there is an appropriate performance framework in place for Service Directors to manage service performance improvement and delivery objectives within department.
• Deliver the statutory performance reporting functions within CYPF.
• Ensure the Council’s obligations for safeguarding of vulnerable groups is reflected across all areas of service delivery with direct responsibility for children’s social care safeguarding.

Start Time: 09:00
End Time: 17:30
Pay Rate: £475.29
