Head of Workforce Planning

Band 8d - £83,571 - £96,376 per annum

Location – Eastleigh, Hampshire (Hybrid working)

 

A new and exciting opportunity has arisen for a highly experienced and motivated HR Professional to join our People team within the Hampshire and Isle of Wight Integrated Care Board (ICB). The newly created role of Head of Workforce Planning will support the Director of People / Deputy Chief People Officer and will be crucial to the success of the People Strategy.

Hampshire and Isle of Wight Integrated Care Board was established in July 2022 and is the statutory organisation responsible for setting the strategic plan for the NHS to deliver its part of the health and care strategy across the Hampshire and Isle of Wight Integrated Care System. The Integrated Care Board provides leadership and structure, acting as a system facilitator, leading on our strategic priorities and interventions, shaping the future system, planning, and executing on the common priorities.

The People function plays an important role in supporting the ICB to make a difference in the Hampshire and Isle of Wight Integrated Care System (HIOW ICS) and together with colleagues this post will be key to achieving this aim. 

The Head of Workforce Planning is responsible for the strategic and operational development, and delivery of HIOW’s workforce analytics and system strategies, programmes and operational planning, and will take the lead for all things connected to Workforce Planning and data systems across HIOW ICB providers and partners staff groups.

The postholder will lead the Workforce Planning team in the provision, analysis, and interpretation of key workforce information and play a significant role in developing the ICB’s long-term strategic view and capacity to plan its future workforce needs. This will include providing expert analysis, advice and influence on highly complex, sensitive, and contentious data intelligence to a range of audiences and senior stakeholders and presenting workforce intelligence at relevant governance forums.

In addition, the postholder will work with regional and national teams to influence the development of the national workforce analytics offer and champion collaboration opportunities for providing, reviewing, analysing, and interpreting data to support workforce transformation programmes, the national people plan and long-term workforce plan.

This role is an excellent opportunity for an experienced Workforce Planning specialist to play a pivotal role in the strategic development of the long-term workforce strategy for HIOW and the delivery of the ICB’s strategic goals and People Strategy.

The successful candidate must have:

  • Proven track record at a senior level of leading teams to deliver quality workforce intelligence and analysis in complex organisations.
  • Significant experience of providing HR and Workforce advice and influencing decisions at a senior level.
  • In-depth professional knowledge and training in Workforce Planning within a large complex Health or Public Sector organisation.
  • Demonstrable experience of leading workforce strategy implementation programmes.
  • The ability to interpret and translate data into meaningful information and outputs and write high quality analytical commentary and papers for a senior audience.
  • The ability to identify areas of improvement in current systems and develop and implement plans to improve workforce systems. Demonstrable experience of managing and prioritising a large budget.
