The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy. Contract Management & Partner Delivery Directorate (CMPD) is a Corporate Team within DWP. The role of CMPD is to ensure that our contracted employment and health suppliers deliver the outcomes the customer needs and the service quality DWP can be proud of.

We play a vital part in shaping the future of contracted employment and health provisions. Current CMPD structures include:

WCA auditor/observer roles with responsibility for quality assuring assessment reports written by our assessment suppliers and quality assuring assessments undertaken by our suppliers.

Through this campaign we are seeking to create a pool of healthcare professionals who as multifunctional auditors/observers, will utilise their expertise in respect of WCA to identify and help implement improvements across the end-to-end journey.

Job description

The WCA Auditor/Observer roles include the following Key Requirements:

  • Undertaking clinical audits of WCA assessment reports produced by the Department’s contracted health suppliers and highlighting areas for rework and more general improvement.
  • Undertaking regular reviews of assessment delivery by the Department’s contracted health suppliers and effectively communicating information and intelligence back to the DWP and Assessment supplier, to help understand and address any issues.
  • Review and observe internal and the Department’s contracted health suppliers Clinical Governance processes, procedures and standards.
  • Provide support to DWP Front Line Delivery to help improve benefit administration from initial contact, decision making through to appeal.
  • Input into the development of Health Professional capability within DWP and its contracted health suppliers to the highest benchmark standards.
  • Leading on elements of strategic and transformative change that impact the team.
  • Identifying opportunities for continuous improvement of operational processes in line with DWP’s strategic objectives.
  • Building and maintaining strong working relationships with a wide range of internal and external stakeholders working across organisational boundaries, including contracted health suppliers.
  • Completing a programme of personal and professional development, to meet professional requirements for revalidation and including adherence to the Clinical Governance and Quality Standards Framework.
  • Provide support and knowledge across other area’s as required to help drive quality assessments now and in the future.

These posts may involve some travel and occasional overnight stays.

Person specification

The successful candidates will be able to demonstrate the following:

  • Lead Criterion – Proven experience as a trained WCA auditor utilising their robust and up to date knowledge of WCA assessment criteria (as appropriate) to objectively and accurately critique a range of relevant WCA assessment reports covering a broad variety of relevant health conditions, providing clear and unambiguous feedback where necessary.
  • Ability to justify sound clinical judgement in potentially difficult situations using excellent written and/or verbal communication and feedback skills.
  • Strong interpersonal skills and a collaborative approach to working with a wide range of internal and external stakeholders to secure agreement.
  • The ability to work flexibly and adapt quickly to change, whilst meeting deadlines.
  • A self-starter who can work independently to get buy-in and agreement to achieve common goals across a wide range of organisations and individuals.
  • Evidence of clinical experience as an approved Heath Professional post registration, with current registration validated and up to date Continuous Professional Development.
  • Evidence of previous experience of clinical quality assurance (audit) and quality improvement, in a WCA context.

These are full-time posts, but applications are also welcome from those with alternative working patterns. Working patterns will be discussed on an individual basis, but successful candidates may need to be flexible and/or be prepared to consider alternative working patterns where required to meet with Finance Group’s (FG’s) operating hours from 8am to 6pm.

Licences

Full, unconditional registration with a recognised professional licensing body, for example General Medical Council (GMC), Nursing & Midwifery Council (NMC), the Health and Care Professions Council (HCPC), and a licence to practice.

Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. The Department needs to secure a mix of knowledge and experience of the WCA assessment and observation criteria. Candidates must clearly state within the CV and Personal Statement whether their stated experience as a trained auditor/observer is within WCA.

The Department will discuss with candidates meeting the requirements at interview (in merit order), the roles available, taking into account candidate experience.

You will be unable to submit your application if you do not possess the following:

  • A qualified occupational therapist, nurse, physiotherapist, paramedic or doctor and fully registered with the relevant regulatory body (doctors must have a license to practice)
  • Full registration (GMC, NMC, HCPC or EEA equivalent) with no sanctions attached to your registration (unless they relate to disability).

Candidates are asked to complete a Personal Statement (maximum 1,250 words), demonstrating how they have met the key criteria.
