- To plan, organise and maintain the delivery of a frontline operational service in line with the Highways, Grounds & Street Scene service delivery strategy and Highways Asset Management Plan.
- To manage a frontline work force within a defined geographical area.
- To lead on specific operational service-related priorities which impact across the whole operational group.
- To support the Senior Manager in delivering the Service Improvement Plan / Business Plan and Financial Strategy. Helping to continually review and develop the service and its strategy, ensuring that it remains focused upon meeting the needs of citizens and customers as effectively as possible within budget and income constraints.
About you:
- You must have a proven track record of achievement in the management, organisation and delivery of Highways services.
- Experience of building internal and external relationships which deliver and work across organisational boundaries.
- Experience of providing leadership, guidance and support to colleagues and employees to enable effective decision making.
- Experience of establishing and maintaining a strong and effective performance culture that is responsive and customer focused.
- A track record of developing partnership arrangements across the Council and with key stakeholders and partners to foster effective joint working to improve outcomes.
- Good experience of contract law and procedures, and operating service level and partnership arrangements
What you will do:
- To lead, manage and deliver the daily delivery of front line operational services out of 3 depots within a defined geographical area of South Powys.
- To lead, manage and deliver the requirements of your staff members as set out within the terms of our Trunk Road Agency Service Level Agreement.
- To be responsible for in-house staff and external contractors across the County to meet technical standards of service level agreements and contracts, meeting strict delivery deadlines and within defined budgets and income targets.
- To lead and manage on specific operational service related priorities which impact across the whole HGSS operational group.e.g. Resurfacing Programmes, VRS Repairs, Trunk Road operational programmes within specified timescales, etc.
- To provide the link between strategic planning and delivery through the interpretation of strategic plans, management of change processes, business analysis and budget requirements.
- To support supervisory staff with the day to day line management of front line operatives which will include HR policies and procedures.
