Your new company
As an HR Advisor, you will be joining a public services regional body.
Your new role
Provide advice, support and guidance to managers and staff on a wide range of issues pertaining to employee learning, development and performance.
Assist with the arrangements for procuring and/or delivering training including and identifying sources of specialist support through statutory and voluntary agencies.
Develop and maintain appropriate specialist knowledge, networks and relationships with external organisations, professionals and other relevant agencies as required.
Maintain up-to-date knowledge including developments and trends in the field and associated legislation, regulation and good practices and attend training as required.
Research and source appropriate support materials and interventions to assist employees in the management of personal or crisis situations as required.
Work collaboratively with internal and external partners for the provision of learning and development
Organise and contribute to the delivery of training courses, webinars, events, including e-learning resources.
Administer performance appraisal, gather, analyse and provide management information reports in relation to feedback and assist organisational training needs analysis and enhance service delivery.
Ensure Customer Feedback Procedures are implemented, records are updated and maintained to support the provision of management information reports informing learning and development initiatives. Deal with and escalate any matters arising from Customer Feedback, including those referred to Senior Managers, Ombudsman.
Provide advice and support to managers in the recruitment, selection and promotion of staff;
Assist in the preparation of standard and non-standard job descriptions and personnel specifications; job advertisements, assessment methodology, correspondence, pre-employment procedures through to the issue of contractual documentation and support staff induction;
Provide advice and support to managers on all matters pertaining to staffing establishments and ensure that establishment records are maintained and updated as required;
Act as a panel member or servicing officer to selection panels in the appointment and promotion of staff to ensure that the process is conducted to the highest standard and provide advice on specific queries that may arise;
Assist in the implementation of staffing establishment reviews and changes to organisational structure.
Support representation at job fairs, administration of work placements, apprenticeship schemes.
Provide administrative support on the operation of the Job Evaluation scheme, and support the management of issues arising from the procedural application of the Job Evaluation scheme.
Carry out duties in accordance with Section 75, support the promotion of Good Relations, Equality of Opportunity and pay due regard for Equality Legislation
Ensure records management and data protection legislation requirements are in place and administered accordingly.
Any other related duties within the grade and competence of the post holder, including supervision of staff as required

What you\'ll need to succeed
Essential
Qualifications/ Experience:
A third level qualification or equivalent (i.e. HNC, HND, NVQ level 4, degree or above) or a HR or Learning and Development qualification equivalent to or higher than Chartered Institute of Personnel Development (CIPD) Level 5 AND a minimum of three years’ experience in the last six years’ of working in a Human Resources or Learning and Development role OR a minimum of five years’ experience in the last eight years of working in a Human Resources or Learning and Development role
Experience of working collaboratively with a diverse range of internal and external stakeholders
Experience of providing advice and guidance to managers and staff on organisation and employee learning and development
Experience in the development, analysis and presenting of Management Information Reports using Microsoft Excel to support organisational performance
A proven knowledge and application of employment legislation, statutory obligations and equality requirements.

DESIRABLE
Experience of the supervision of staff.
Hold a professional HR qualification at CIPD level 5 or equivalent or above.

Salary bracket £33,820 to £36, 298
