Who are JNCC?
Established in 1991, we are the UK’s statutory advisor on issues affecting the natural environment across the UK and internationally. Our primary role is advising all four Governments of the UK. We also work with private sector organisations to support decision making on the sustainable use of marine waters and natural resources around the UK. JNCC is led by the Joint Committee, which brings together members from the nature conservation bodies for England, Scotland, Wales and Northern Ireland and independent members appointed by the Secretary of State for the Environment, Food and Rural Affairs under an independent Chair. Support is provided to the Committee by approx. 300 people who bring together scientific and technical expertise, extensive knowledge of policy at global, European and national levels, and skills in working with other organisations. Staff are based in two main offices in Peterborough and Aberdeen.

Hours of work: Full-time
Normal minimum hours of attendance for the post are 36 hours per week over a 5-day period, Monday to Friday.
Flexi time is available. This post may also be suitable for job share.
Annual Leave:
The annual leave allowance is 25 days per year, rising to 30 days per year after 5 years’ service. There are also 12 days public and privilege leave. Part-time staff will receive this on a pro rata basis.

This is an exciting time to join JNCC as we implement our ‘Together for Nature’ strategy with a key focus on the development of our employees. This role will lead the learning and development aspect of this work.
HR is part of the Corporate Services team which provides support across the JNCC to managers and employees on a wide range of matters. We currently support approx. 300 employees based predominantly in Peterborough and Aberdeen. The majority of HR services are in-house except for payroll.
Post Duties
The key responsibilities of the role are outlined below. However, this is an overview of the role and is not exhaustive.
- JNCC L&D lead (50%+ of role), providing guidance on the L&D process, liaising with L&D leads and champions across the business to determine learning priorities and organising L&D activity.
- Assist with reviewing and maintaining cohesive human resources policies, procedures and systems to support JNCC's strategy and external changes in legislation, employment markets etc.
- To provide specialist advice, guidance and learning related EDI activities to colleagues and help shape and deliver on specific equality and inclusion projects and initiatives.
- Responsible for promoting and communicating CPD via various means, e.g. newsletters, weekly communications, presenting at staff open meetings as well as sourcing and scheduling activities to increase engagement and reduce skills gaps across JNCC.
- To work with management, colleagues, employee networks/working groups to identify needs, best practice solutions and meaningful actions to promote greater inclusion for all colleagues.
- Overseeing the management and monitoring of JNCC L&D & EDI budgets and expenditure, identifying and flagging up variances.
- Oversee and monitor the service provided by Civil Service Learning.
- Build relationships with internal colleagues and external partners, working collaboratively with others to deliver JNCC’s learning, wellbeing and inclusion priorities.
- Identifying and analysing learning data to evaluate impact and identify trends to continuously improve delivery.
- Supporting the development and delivery of our leadership and management offer through working with senior stakeholders and external suppliers to identify learning needs and shaping learning interventions to address these.
- Support and lead bitesize learning sessions for managers and team Leaders to develop core management skills and the rollout of HR policies.
- Proactively support a culture of continuous improvement and initiatives within HR, including supporting, managing or leading projects.
- Support any other HR routine or project work as required.
Technical
To be a successful candidate you will be:
- CIPD qualified (level 5 preferred) or equivalent relevant experience
- Working in a HR and/or Learning and Development function, ideally within a Civil Service organisation or similar.
- Promoting, sourcing and scheduling activities to increase engagement and reduce skills gaps, for example implementing e-learning courses or other training strategies.
- Strong written and verbal communication skills and be able to clearly and confidently present information in a logical and persuasive way, conveying complex issues succinctly and with clarity, tailored to the audience.
- Good planning and organisational skills, with ability to manage multiple deadlines at pace with experience of managing projects and budgets.
