The Housing Executive is now recruiting for a Human Resources Manager – Resourcing and Employee Services.

Grade: Level 8
Reports to: Assistant Director Human Resources – Advisory
Location: Housing Centre Belfast with regular travel throughout NI
Job Purpose
In this role you will ensure the effective and efficient management of the resourcing and employee services teams to ensure a professional, proactive, customer orientated and high-quality service to support NIHE business and HR objectives.
Essential Criteria
1. Possess a post graduate level qualification in Human Resource Management or equivalent
2. Hold current professional membership of the Chartered Institute of Personnel and Development at Chartered Member (MCIPD) or above OR can demonstrate ability to obtain this within 1 year of commencement
3. Have at least 3 years’ HR experience providing professional HR advice and guidance to senior management on Resourcing solutions
4. Can demonstrate significant relevant HR experience in at least 3 of the 4 areas below:
- Successfully leading complex HR change projects in conjunction with internal and external stakeholders
- Developing and implementing workforce planning solutions for senior management
- Providing advice and guidance to senior management and staff on complex terms and conditions issues
- Developing quality assurance systems and managing and monitoring these to ensure the provision of a high quality service to customers.
5. Fully conversant with current employment legislation relating to resourcing and employee services
6. Can demonstrate:
- Excellent planning and organisational skills
- Ability to work accurately under pressure of multiple deadlines
- Strong interpersonal and influencing skills
- Strong customer orientation
- Excellent attention to detail
7. Possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full.
Desirable Criteria
1. Experience of working within local government or the public sector.
2. Experience of working with and advising management on NJC and JNC terms and conditions
