We are excited to be looking for a new volunteer to be our Independent Member ofthe Audit and Governance CommitteeThe appointment is for a period of four years.

In this role you will work alongside the six elected Members of the Audit and Governance Committee,contributing to ensuring good governance in delivering public services for Surrey residents through providing expertise and independent thought.

The commitment from you is that you will attend formal Audit and Governance Committee meetings, which commonly takes place six times per year at Woodhatch Place, 11 Cockshot Hill, Reigate. There will also be informal meetings such as training sessions for example, these meetings will take place on Microsoft Teams.

About the Role 

Surrey County Council is a large county council that prides itself on delivering excellent services and value for money to its communities. You will participate fully in the discharge of all the Audit and Governance Committee's functions considering a full range of relevant factors, including legislation, and supporting regulations, professional guidance (e.g. that issued by the Chartered Institute of Public Finance and Accountancy (CIPFA)), and the advice of the Council's Section 151 Officer. 

You will also be required to promote the concept of proportionate, effective risk management and internal control throughout the organisation and to champion the work of Internal Audit, External Audit and Risk Management.

Shortlisting Criteria

To be considered for shortlisting for this position, your CV and Personal Statement will clearly evidence the following:

  •  An ability and a willingness to devote the necessary time to the role.
  • Up to date knowledge, skills, and a depth of experience in the fields of audit, accounting, risk management and performance management in a large, or public sector, organisation.
  • Knowledge of the Council's strategic priorities and objectives.
  • Understanding of the complexity of issues surrounding Audit and risk management in local government. 
  • Works to high behavioural standards, demonstrating honesty, probity, and the highest level of integrity in conduct, consistently and without bias.
  • Is an effective role model; supports appropriate behaviours and challenges opinions and advice where appropriate, separating major issues from minor ones.
  • Contributes proactive, proportionate and independent thought, and also collaboration with officers to assist committee members.
  • Must not be a serving local government officer or Councillor.
  • Must have no personal, legal or contractual relationship with Surrey County Council (including employees or Members or former staff), or any other relationship / activity which might represent a conflict of interest.

Remuneration

The role of Independent Member ofthe Audit and Governance Committee is voluntary. However, co-opted Members are entitled to claim travel and subsistence allowances when on Council business.
