This newly created role sits within the Talent and Learning team and has cross-cutting influence across the HR function, and the organisation as a whole. It’s a varied role, which will give the successful candidate the opportunity to shape the delivery of the capability strand of the IPO strategic workforce plan (SWP). You will turn strategy into deliverables which enable and strengthen our organisational performance and ensure that our people have the right skills for now, and for the future.

We’re looking for a self-starter, who can act with a high degree of autonomy in the delivery of a key corporate priority to create a skilled and flexible workforce who are able to deliver our strategy and build meaningful careers with us.  You will be motivated about developing others, and creating an environment in which everyone can flourish, and will have highly developed organisational and project management skills to work with purpose and pace.

You will lead on defining and implementing our approach to skills, career pathways, and professions, ensuring that our strengths and challenges are recognised and mitigated, and that all colleagues have the frameworks they need to support their achievement and meet their potential.

Working location

This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 40% of their time working onsite from one of our offices. This role is based in our Newport office 

The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office.

Job description

The postholder will:

  • Lead and drive activity to deliver the capability strand of the Strategic Workforce Plan
  • Develop and implement our skills approach: work with SWP and HR colleagues to define, understand and measure our key skills across the business. Undertake gap analysis and make recommendations for appropriate skills building interventions
  • Map, shape, and communicate career frameworks and pathways across the organisation, ensuring colleagues have the right information and support to understand the opportunities available to them, and that IPO careers are promoted effectively to potential applicants
  • Develop career pathways, progression routes, and talent pipelines to give our people ‘meaningful careers with opportunities to develop and progress’
  • Develop our approach to Civil Service Professions across the organisation, supporting Heads of Profession and their profession leads in leveraging the cross-government support and development available
  • Work as part of the wider talent and learning team to support L&D initiatives across the organisation
  • Build effective relationships with key people across the organisation, across government and in the profession as a whole to ensure that your work is aligned to strategy, business priorities and best practice
  • Evaluate and review your work, report and present confidently and clearly to others
  • Track and maintain progress of your work, and adopt a continuous learning approach in response to data, insight and feedback
  • Lead team members in line with our values and principles to deliver quality outcomes

 

Essential Criteria:

  • Understands the drivers and enablers of organisational capability. Has proven ability to influence and drive outcomes within a complex organisation.
  • Has a proven track record of success in developing, delivering, and managing HR strategies and initiatives in the capability, skills or talent development space; with excellent communication, interpersonal, and problem-solving skills.
  • Is an effective leader and manager, with experience of developing and motivating a team.
  • Is confident in developing and using HRMI to identify, measure, and inform team direction; with strong analytical and decision-making skills.

Qualifications

CIPD at Level 5 / Relevant equivalent qualification
or
experience in capability, skills, L&D, professions or talent based role and willing to work towards CIPD Level 5.

OGD loan or permanent transfers

Please note that due to the childcare changes introduced by HMRC in October 2018, employees going on loan/transferring to another government department that were in receipt of childcare vouchers in their previous department will not be able to continue receiving these post transfer. 

The IPO will not allow individuals from Other Government Departments to carry over annual leave with them unless there are exceptional circumstances. Individuals will therefore be expected to make necessary arrangements with their existing department to ensure an annual leave balance of zero ahead of transferring to the IPO.
