Pay Range
$170,430 - $218,868 Annually for the TSS.4
$204,510 - $262,668 Annually for the TSS.5
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We are seeking a highly skilled and experienced Office of the Chief Information Officer (OCIO) Director of Operations to join our dynamic team. This role will be responsible for overseeing and managing the overall aspects of OCIO activities and helping with operational oversight within the OCIO/Livermore Information Technology (LivIT) organization. This includes ensuring compliance with regulatory requirements, assessing, and evaluating IT controls, identifying, and evaluating key performance metrics, and providing recommendations for improving IT governance, risk management and control processes. The ideal candidate will have a strong background in IT Strategy, Project Management, IT Communications, IT auditing, Organizational Change Management, risk assessment, IT operations, and information security reporting. This position is in the LivIT Program matrixed from the Information Technology Solutions Division (ITSD) within the Computing Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

  • Develop and implement an IT assurance strategy and framework that aligns with the organization’s objectives and regulatory requirements.
  • Track, maintain, and facilitate the successful completion of key initiatives and action items identified by the IT leadership team.
  • Assist the OCIO with program logistics, including documentation and employee onboarding.
  • Develop and build on relationships with all employees for increased efficiency and responsiveness of existing operations and help define new operational strategies by working with the CIO and other IT Leaders on special projects.
  • Plan, monitor, and analyze key metrics for day-to-day operations to ensure efficient and timely completion of tasks.
  • Establish quantitative and qualitative metrics, guidelines, and standards by which the OCIO efficiency and effectiveness can be evaluated; identify opportunities for improvement.
  • Manage and oversee IT audit and data-call requirements, working closely with internal IT staff, external auditors, and regulatory bodies during audits, data-calls, and examinations to provide required information and address any findings or concerns to completion.
  • Monitor and track remediation efforts for identified issues and ensure timely resolution.
  • Prepare and present comprehensive reports to senior management, summarizing audit findings, risk assessments, and recommendations for improvement.
  • Serve as liaison with staff, executives, senior leaders, and CIO regarding company climate, employee well-being, project updates, proposals, and planning.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.5 level

  • Provide solutions to complex or sensitive issues that require in-depth analysis of multiple factors, customer needs, industry standards, security/compliance requirements and the creative use of established methods, including attracting and retaining projects, programs, and funding using your technical expertise.
  • Direct overarching operational/assurance initiatives setting broad project vision and strategy; influence program execution while serving as a project leader on large projects including mentoring personnel and actively recruiting and contributing to the development of innovative principles and ideas.
  • Serve on internal/external committees often representing the OCIO as the primary contact where your knowledge advancements could have impact beyond the laboratory.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in computer science, Information Systems or related field, or the equivalent combination of education and significant related experience.
  • Strong knowledge of IT governance frameworks, risk management methodologies and regulatory requirements (e.g., FITARA, ISO 27001, GDPR, etc).
  • Strong project management and organizational abilities, with ability to manage multiple priorities and meet deadlines.
  • Proven ability to identify and resolve highly complex issues where a high degree of ambiguity exists around techniques and approaches.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex technical information to both technical and non-technical stakeholders.
  • Strong analytical, planning, time management, problem solving, negotiation and organizational management skills.

Additional qualifications at the TSS.5 level

  • Expert level communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management and/or external sponsors.
  • Expert in IT assurance and operations with demonstrated ability to lead the implementation and oversight of cross discipline IT assurance strategies and solutions.
  • Expert knowledge of multiple IT operational functions and principles, including finance, customer service, and employee management, ticketing and knowledge management systems, and analytical reporting tools.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
