Overview

We are looking for an IT Systems Procurement Officer to join our client within the education sector. You’ll be assisting the compliance and procurement team with procurement IT Systems, as well as providing training/guidance to colleagues as needed. With new procurement legislation coming in October, they need someone to take the lead on evaluation of current systems and new systems they may need to migrate to.

The client

This is a public sector client within the education industry. They oversee most educational establishments to deliver a range of services. You’ll be joining the compliance and procurement team in Armagh.

About you

  • Third level qualification (HNC or above)
  • 2+ years of experience of managing the full procurement lifecycle in accordance with PCR2015 and NI Public Procurement Policy
  • Experience of a variety of IT Software and systems to manage these requirements (such as a procurement electronic tendering platform)
  • Experience of identifying and delivering improvements
  • Experience using entire MS Office package.
  • High level of ICT competency
  • Ability to lead the business process of delivery IT System improvements and changing procurement policy.
  • Desirable – experience using eTenders and Oracle OBIEE reporting or similar systems.
  • Desirable – Power BI experience.

What you'll do as an IT Systems Procurement Officer

  • Support the identification of new developments in information technology promoting continuous improvement of commercial and procurement systems; provide reports, advice, and guidance on such technology developments to senior management.
  • Develop and lead on e-procurement requirements and configuration, working closely with all relevant stakeholders to ensure the required infrastructure is in place to effectively support the procurement strategy and relevant legislation.
  • Establish and lead cross-functional teams, as required, to manage the development and implementation of new commercial and procurement systems. Work with the Procurement Senior Leadership Team, internal and external stakeholders to align technical requirements with the organisation’s ICT, procurement and wider strategy and policies.
  • Identify and deliver improvements to all the systems utilised by Procurement Services.
  • Deliver effective expert first-line technical assistance and specialist system support and training for internal users for all Procurement Services IT systems; prepare and maintain user guidance documentation on all Procurement Services’ systems.
  • Work collaboratively with all relevant stakeholders to develop systems and processes to ensure a minimum of 80% of contract items are available from the electronic shop.
  • Be the first point of contact with suppliers, end-users and IFS, ICT when required on matters relating to procurement systems.
