Brief Description


The Capital Delivery North Portfolio team defines requirements, leads procurement, and assures safe compliant delivery of signalling, power, telecoms and civil engineering renewals and minor enhancements across East Midlands, East Coast and North & East routes.

Our signalling renewals portfolio comprises large and small scale re-signalling schemes, re-control projects and level crossing upgrades/renewals along with large scale life extension. This important role will be based in the East Midlands Portfolio, managing a team of project management, engineering and commercial team members to ensure the work bank is delivered on time and to budget. The ideal candidate for this role will be able to create a collaborative relationship with the supply chain as part of the new ERP and TCSF frameworks. The post reports into the Senior Portfolio Manager Signalling, East Midlands.

We’re looking for someone who has railway project management knowledge, ideally in a signalling environment within Network Rail or our supply chain. The proven ability to manage supplier and customer relationships are key requirements of the role.

The role will manage signalling projects through development, procurement, delivery and hand back phases in a safe and environmentally responsible manner to cost, time and quality in line with Legislation, Company Standards, procedures, corporate governance and the Project Acceleration in a Controlled Environment (PACE) Framework.


About the role (External)


Key challenges over the coming year are:

  • Support the capability of the department and our supply chain, with a growing portfolio and strong order book in Network Rail’s control period 7 (CP7: 2024-2029).
  • Fully embedding understanding of the agile client model within Network Rail and supplier teams.
  • Managing and supporting the evolution of a more collaborative approach in line with our CP7 procurement strategy.
  • Direct the project team to produce robust development stages across the projects, focussing on specific and measurable outcomes, benefits and requirements, to achieve an unambiguous procurement exercise and efficient contract award.
  • Lead the project team to identify, negotiate and secure optimum options for clients and funders considering various schedule and cost options, contribute to the strategic planning, alignment and delivery of the business case for the projects within the portfolio
  • Manage the specification and early stage embedment of appropriate, specific and measurable KPI / KRA into the pre-contract documentation to provide a foundation for active monitoring and measurement throughout the contract phase.
  • Manage the contracting and procurement strategies for the projects within the Portfolio within legislative, corporate governance and procurement guidelines, adopting Agile Client Principles to transfer delivery and integration responsibility to the supply chain wherever appropriate.
  • Control the evaluation of supplier proposals to achieve timely contract award in alignment with the overall programme objectives and strategic objectives of the Portfolio.
  • Facilitation and management of a progressive programme of Level 1 assurance reviews within the assigned portfolio or project and undertake Level 2 assurance activities within the wider Capital Delivery portfolio as directed.
Essential
  • Member of a relevant professional body with/working towards chartered status and/or educated to degree level.
  • Relevant experience in the successful management and assurance of projects in the construction and/or rail industries.
  • Demonstrable commercial focus and financially astute.
  • Knowledge of the principles of investment processes and procedures.
  • Detailed knowledge of the principles of Health & Safety, quality and environment legislation and best practice.
  • Detailed practical knowledge of the Construction Design and Management (CDM) Regulations 2015.
  • Experience of successful management in a matrix structure.
  • Knowledge and application of the Three Lines of Defence Assurance Model.
  • Demonstrable ability to clearly explain change initiatives and provide constructive challenge driving continuous improvement.

Desirable

  • Knowledge of the PACE Framework.
  • Knowledge of/experience in the UK railway industry.
  • Successfully completed the Strategic Safety Management Course
  • Knowledge of Signalling Project development and delivery
