Location: Boston / Horncastle / Spalding

We are recruiting for our next Learning & Development Partner to join us at Public Sector Partnership Services (PSPS). This is a fascinating role and will give you considerable exposure to all elements of Learning and Development within a fast paced, dynamic working environment!

Raising Skills and Standards is a key Strategic focus for PSPS. Joining us as the Learning and Development (L&D) Partner you will be the lead expert in developing talent and Development initiatives across PSPS and our three client councils.

The current postholder retires and leaves a firm foundation on some of our key areas of focus: Leadership development; Early Careers; Apprenticeships and Coaching.

As the L&D Partner, you will be responsible for design, development, and delivery as well as commissioning to deliver the full scope of Learning and Development activities. The role also encompasses the management of departmental functions including:

  • Ownership of the Learning Management System
  • Managing Apprenticeship programmes
  • Management of data, reporting and administration duties
  • Continually reviewing and enhancing the talent, leadership development and Performance propositions.
  • Lead annual planning activities with stakeholders
  • Support clients with their training budgets

The successful candidate will be a highly skilled L&D professional with experience of designing, commissioning, and delivering high impact learning interventions using multiple and blended delivery methods. You will have worked in a role where you were responsible for delivering talent, succession and leadership development initiatives and have a strong ability to translate learning needs and requirements into effective learning activities, with clear objectives, methodology, and measurements. You are able to build strong relationships with internal stakeholders, happy to be the main point of contact and be the lead expert on all things L&D.

We're looking for an individual who can build on our programme of management development to enhance the capability of our People Mangers - junior to senior and can manage the evolution of the L&D curriculum to create a culture of continuous learning & growth and one which optimises different delivery channels to ensure the most effective, cost effective and impactful initiatives are deployed.

ABOUT US:

PSPS (Public Sector Partnership Services) is a Local Authority Trading Company (LATCo) which is wholly owned by East Lindsey District Council, South Holland District Council and Boston Borough Council. The Company operates from its offices in Spalding, Boston, and Horncastle. The Company provides a range of services including Human Resources & Payroll, Financial Services, Procurement & Contracts, ICT (Information and Communications Technology) & Digital, Customer Contact, Revenues & Benefits, Health & Safety, and a range of Corporate Support services.

The Company primarily delivers these services to its three client Councils, in support of the South & East Lincolnshire Councils Partnership (S&ELCP), across the Company itself and externally to a resident population of approximately 305,000 across the geographical boundaries of South Holland, East Lindsey and Boston.
