Introduction to the role of the team 

Leeds City Council’s Highways Maintenance Department is fully committed to providing a safe, reliable, and efficient highways maintenance service for all residents and road users within Leeds. Highways Maintenance is much more than potholes… we operate as part of a team to deliver a range of schemes all around Leeds throughout the year. 

Your role 

To be responsible for providing a safe, efficient, and effective highway construction, maintenance, and winter service, which meets the needs of the citizens of Leeds. 

What you will bring to the role 

The right candidate will work as part of a team to deliver high quality highways maintenance repairs and will operate a multitude of service fleet vehicles. Aside from operating vehicles, you will be required to assist with highways maintenance workload including, but not limited to, laying of kerbs, edgings, block paving, and flag paving. You will be expected to complete vehicle checks on a daily basis, comply with relevant health and safety legislation, and comply with domestic hours rules. 

As part of highways maintenance duties, you will be involved in the statutory winter service operations of driving a gritting vehicle equipped with a snow plough, on a rota basis, both in and out of normal working hours. This operation does come with additional pay. 

Since this a front facing role, you will be required to delivery excellent customer service and answer public queries in a polite manner, using customer care principles. In addition, you will be required to work in partnership with internal and external partners to ensure that a high-quality service is delivered.

Job Description

Job Purpose:

To be responsible for providing a safe, efficient and effective highway construction, maintenance and winter service, which meets the needs of the citizens of Leeds.

Responsibilities:

  • Drive safely and be responsible for any allocated vehicle. Including completion of drivers’ hours record book.
  • Be responsible for providing a safe, efficient, and reliable highway construction and maintenance service, which includes following any instructions by your Manager/Supervisor.
  • Ensure you abide by and work within the values and behaviours expected by the Service and the Council. Be courteous to colleagues and members of the public at all times.
  • Duties will include vehicle checks, required routine maintenance (for example oil and water checks) and cleaning of the cab. You must report any vehicle defects noticed throughout the course of the day.
  • Be responsible for the safe use of the vehicle, oversight of the operational work and safety of self, other work colleagues, on-site contractors and customers.
  • Assist with the installation, maintenance and removal of traffic management measures in accordance with ‘Chapter 8’ and Safety at Street Works and Road Works code of practice.
  • Assist with the laying of kerbs, edgings, block paving and flag paving.
  • Assist with the placing, spreading and compaction of granular, recycled and bituminous materials.
  • Assist with excavation operations both by hand and using mechanical excavators, including acting as banksman to ensure the operation is carried out safely.
  • Operating of small plant including, vibrating rollers, vibrating plates, compressors, cut-off saws, road saws.
  • Winter Service operations- driving of gritting vehicle equipped with snow plough, on a rota basis, both in and out of normal working hours
  • Report any issues to management, using technologies. Be responsible for the correct use of any technology used for recording purposes, including in-cab units and mobile phones, following related procedures. 
  • Complete training as expected. Input data in the accepted manner and ensure any issues with technology are reported as soon as possible.
  • Ensure delivery of a customer focused service. Answer queries from the public in a polite manner, using customer care principles.
  • Work in partnership with internal and external partners. Including the technical support team, and contact centre to ensure a high quality service is delivered. Respond in a positive way to queries from Management/other partners.
  • At all times drive safely following the Highway Code and ensure that all relevant Health and Safety regulations are observed and complied with. 
  • Attend training courses as necessary and demonstrate a commitment to keeping up to date with skills and knowledge through self-development.
  • Wear protective clothing, boots, gloves, high visibility jackets, dust masks, ear defenders, hard hats etc. as required by Health and Safety safe working procedures and appropriate risk assessments. Ensure that requests for new equipment are done where essential and in a timely manner. 
  • Report suggestions for improvements to your Managers/Supervisor to help improve the delivery of a more efficient and quality service. Adopt a One Council approach.
  • Work with colleagues as part of a Team for Leeds. 
  • Be available for overtime to carry out work on time/access restricted sites.
  • Follow disposal site/recycling plant rules when tipping off, this includes going to the allocated sites for tipping off or alternatives as directed.
  • Willing to abide by the Council’s Equal Opportunities Policy in the duties of the post, and as an employee of the Council.
  • Willing to take personal responsibility under and abide by the Council’s Health and Safety Policy.
  • Be prepared to be flexible and adaptable to change as and when required.  For example, be willing to be trained and available to undertake the driving of a variety of other vehicles in order to assist other services e.g. driving refuse collection vehicles on a weekend. 
  • To undertake any other duties appropriate to the grade, as required.

Qualifications 

LGV Licence Class C (equivalent to HGV Class 2) or Class C+E (equivalent to HGV Class 1)

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

  • Ability to understand verbal and written instructions
  • Ability to work as part of a team
  • Ability to drive and manoeuvre rigid demountable-bodied vehicles and operate auto sheeting mechanisms
  • Ability to identify and report vehicle defects
  • Ability to use mobile phones and other in-cab technology
  • Ability to learn new information and instructions
  • LGV Licence Class C (equivalent to HGV Class 2) or Class C+E (equivalent to HGV Class 1)
  • Knowledge of Drivers’ Hours Rules, both GB Domestic and EU Tachograph rules
  • Certificate of Professional Competence (CPC) to drive a lorry
  • Subject to passing driver assessment 
  • Knowledge of the importance of dealing with members of the public in a polite and courteous manner
  • Awareness of the current Highway Code
  • Health and Safety legislation related to construction work
  • Experience of driving HGV vehicles   
  • Experience of loading and safe loading practices
  • Experience of Towing trailers
  • Experience of operating construction plant
  • Experience of Heavy manual work
  • Working in inclement weather
  • To wear appropriate clothing and PPE as required

Desirable requirements It is desirable that the candidate should be able to demonstrate the following criteria for the post.  Candidates are not required to meet all the desirable requirements however these may be used to distinguish between candidates. 

  • NRASWA Street works qualification
  • NPORS or similar plant operator’s qualification.
  • Mechanical loading shovel certificate
  • Abrasive wheels certificate
  • NVQ level 2 in a construction related discipline
  • Manual Handling certificate
  • Experience of working in a construction environment
  • Experience of working with interruption which may distract
  • Experience of using mechanical gritter/ snow plough
