The Service

The marketing and communications team provides the council with a full Marketing Communications service, managing media relations, marketing, graphic design and internal communications, producing a range of publications and campaigns, maintaining the council's brand and corporate identity, and taking responsibility for web/social media. The marketing and communications team is based in the council’s Civic Offices headquarters in the centre of Portsmouth. The Role

The Marketing Communications Officer is responsible for providing the Council with professional marketing support, leading on a range of marketing campaigns and activity designed to drive positive behaviour change and to support commercial and income generation opportunities. This includes developing ambitious campaign plans, working with our in-house graphic design studio, market insight and web development teams to deliver work on time and to budget. The role is responsible for researching, preparing and delivering creative targeted marketing campaigns to support corporate and service objectives. The post holder will need to demonstrate a commercial mindset and be able to show return on marketing investment. The role is based at the Civic Offices and is currently hybrid working (a mix of office and home-based working).

The Marketing Communications Officer will:

  • develop and deliver effective, targeted behaviour change marketing campaigns
  • act as marketing and communications account manager for client services
  • provide regular evaluation reports for client services
  • manage our email marketing system and central coordination of the council's marketing, advertising and print
  • manage marketing, advertising and print for client services as required
  • support the development and delivery of the overall marketing, communications and customer service strategy
  • provide professional marketing advice to senior officers, councillors and external clients
  • protect and advise senior officers, councillors and external clients on media and communications issues, managing communications in an emergency or crisis situation, and participating in a 24/7 on-call rota.
  • manage staff, as appropriate and required, and undertake any other appropriate duties that may be reasonable required by the marketing manager and wider service.

What you'll need to succeed

You will need to have:

  • a communications, marketing or PR degree AND/OR substantial experience in a communications, marketing or PR role
  • proven experience successfully leading on marketing and communications for an organisation or major project
  • significant proven marketing experience, including experience of marketing for behaviour change/social marketing and a good track record developing and delivering successful targeted marketing and communications strategies
  • experience co-ordinating and delivering face-to-face communications with a range of audiences, including giving confident presentations and running exhibitions, events and roadshows
  • the confidence to liaise and negotiate with a range of stakeholders, inside and outside the council, and the ability to adapt your approach to your audience
  • ability to produce a wide range of creative and effective communications
  • proven experience of effective use of web, social media and e-marketing
  • enthusiasm, drive and determination to deliver results
