Job description

The jobholder will have overall responsibility for the management of nursing/associated staff and the management of nursing resources/budgets within the CSU or a part of it. The jobholder will be accountable for ensuring the highest standard of clinical care is provided within the wards and departments for which they are responsible and ensure the principles of clinical governance are implemented at a local level. The jobholder will work in partnership with the facilities department in ensuring high standards of hospital cleanliness is maintained, embracing the principles outlined in the Matrons charter. The jobholder will be easily identifiable to patients, provide strong leadership through a visible presence and provide support, advice and assistance required by patients, their families and carers.
The jobholder will also support the implementation of the Patient Advice and Liaison Service (PALS), being a focal point for advice to patients and carers and local resolution of complaints. Current services comprise wards and departments across the Urgent Care CSU. The jobholder has through the Senior Sisters/Charge Nurses direct management of approx. 100 - 150 whole time equivalent nursing and support staff.
The jobholder is responsible for the management of nursing resources and ward and department budgets. 3. ORGANISATIONAL CHART 4. PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY Value for Money Be responsible for the management of human and material resources within the designated area and play a key role in ensuring the CSU delivers a balanced budget.
Manage the delegation of ward/dept budgets to Senior Sister/Charge Nurses and Nurse Specialists providing support and advice as required. Ensure performance measures are implemented to monitor/develop financial management at ward/dept level. Be responsible for the allocation of staff to all areas, ensuring adequate staffing cover is provided on a daily basis. Review nursing establishments to ensure skill mix reflects current workload requirements and represents best use of resources.
Oversee the use of bank and agency staff and monitor expenditure to ensure financial balance is achieved. Assess the impact of extra hours worked by staff on their performance and the needs of the service. Review trends on expenditure and activity accordingly and action to be taken. Quality of Care/Clinical Governance Work with members of the Clinical Management Team (CMT) to deliver high quality, timely health care.
Contribute to the implementation of National Service Frameworks (where applicable) and National Policy. Work closely with Senior Sisters/Charge Nurses to secure and ensure the highest standard of clinical care is provided within available resources. Work in conjunction with Clinical Directors, business managers and other CMT staff to ensure national patient access targets are met. Support bed management processes within the CMT.
Ensure processes at Ward/Dept encompass measures to ensure smooth transition of patients through the care pathway, for example, timely admission and discharge processes, nurse initiated discharge (where appropriate). Ensure that clinical governance processes at ward and department level encompass measures to ensure the quality of the fundamental and essential aspects of care within the CMT. Play a leading role in clinical benchmarking, using the Essence of Care toolkit, ensuring examples of good practice are shared. Ensure nurses work within the Trust Nursing Policy and Practice Guideline framework.
Lead developments in practice through policies and guidelines and support others in this process. Communicate effectively through daily contact with ward/dept staff. Be responsible for the monitoring and auditing of standards of care. These standards will include areas such as cleanliness, quality of food and nutrition and the prevention and control of hospital acquired infection.
Ensure appropriate environments and infrastructure for patient care is provided, with support from a named Facilities Manager. Deliver a quality service through setting and monitoring clinical and non-clinical performance standards, working in collaboration with housekeeping staff, catering, laundry, portering and clerical staff. Working with members of the CMTs, play a leading role in the management of clinical and non-clinical risk in the speciality contributing to the development of a live risk register. Ensure risk assessments are undertaken in all areas in accordance with Trust policy and develop action plans accordingly.
Ensure clinical and non-clinical incidents are reported in accordance with Trust policy and agree actions in response to these. Maintain a safe working environment, being aware of the requirements to comply with Health and Safety regulations. Ensure equipment is maintained according to manufacturers specifications and necessary repairs are undertaken. Ensure staff are trained and supervised where appropriate in the correct use of equipment.
Address the concerns of patients and service users and respond to their suggestions for local quality improvements. Lead the investigation and management of complaints through local resolution and in accordance with the Trust complaints procedure, liasing with the Patient Relations department where necessary. Support the implementation of a Patient Advice and Liaison Service (PALS), being a focal point for advice to patients and carers and local resolution of complaints. Ensure patient records are completed in accordance with the NMC guidelines for records and record keeping (2002) and make arrangements to audit this.
Champion the development of nursing practice. Working with Deputy Chief Nurse(s) and the Nursing Directorate to ensure the implementation & delivery of the Nursing Strategy. Act in accordance with the Nursing & Midwiferys or Health and Care Professionals Councils Code of Conduct Education and Training Ensure that Senior Sisters/Charge Nurses and Nurse Specialists acquire and maintain an appropriate repertoire of management and clinical skills to develop their competencies in line with agreed personal development plans. Ensure nursing staff maintain mandatory training requirements relevant to their speciality in accordance with Trust policy.
Undertake Senior Sister/Charge Nurse/Nurse Specialist staff appraisals and ensure all staff have personal development plans in accordance with Trust policy and support other senior nursing staff in this process. Promote evidence-based practice within wards and departments. Support staff in undertaking research/project work. Co-ordinate with the post-registration education commissions for the CMT, influence content of programmes delivered through Professional Development.
Work with the universities to ensure appropriate learning. Ensure implementation of Trust study leave policy. Leadership Provide a focus for the day to day professional leadership of nursing and midwifery and support staff within the wards/depts. Accountable for and support Senior Sisters/Charge Nurses/Nurse Specialists in providing visible and credible nursing and midwifery leadership in their individual areas of responsibility.
Act as a positive clinical role model through the provision of support and advice to staff. Lead by example through visible leadership to motivate and empower others. Have day to day responsibility, through the Senior Sisters/Charge Nurses/Nurse Specialists of the nursing and midwifery and direct care teams in the wards/depts. Ensure that appropriate arrangements are in place to set objectives, monitor performance, agree and review development needs, (both personal and professional) and to provide leadership, support and motivation to help immediate subordinates and others to understand and achieve the required results.
Ensure effective working relationships and communication is maintained between all grades of staff and professional groups within the designated area, working within a multidisciplinary team. Facilitate the provision of clinical supervision to staff and support staff in arranging mentorship where appropriate. Assess the impact of the investment in nursing staff personal development plans. Provide nursing leadership to CMTs in partnership with Nurse Specialists and Nurse Consultants to develop new roles/ways of working.
Work with the Nursing Directorate, keep under review the roles of registered nurses and promote the development of nurses undertaking the CNO Ten key skills as considered appropriate. Support the development of the support worker as appropriate. Ensure appropriate management of the nursing workforce. Manage performance, sickness absence and staff capability in accordance with Trust policy.
